Washington, March 29.—The cap
ture of Agninnldo is generally regarded
at the war department and by adminis
tration leaders as putting an end to or
ganlzed rebellion against tha United
States in the Philippines. The qnes
tiou is soon likely to be taken up whether
the control ot business in the depend*
enoies shall not be brought under the
head of a single department, equipped
with experts capable of giving intelli
gent study and their entire time to re.
forms in the administration, the fi
nances, the monetary system and the
jndiciary of ail the islands acquired
from Spain.
There are several Important subjeots
lu relation to the Philippines which
have been held in abeyance, consider
ing the restoration of orderly govern
ment. One of these matters is the re
form of the coinage, which is causing
no end of disturbance at Manila^ The
grant of franchises for the development
of the resources of the islands and the
construction of railways are also Im
portant subjects which will soon be
taken up.
The administration will oollect data
before the opening of another session of
congress which will explain all the leg
islation required. Expert advice is to
be sought, whioh will enable congress
to act promptly nnd efficiently when
inch matters are finally taken up.
Chance For Smurt Native,.
The civil service commission has de
cided to request the Philippine com
mercial service board at Manila to hold
regular classified service examinations
to sccnre about 15 well educated men
between the ages of 18 and 25 for ser
vice as aides in the coast and geodetio
survey, which plans to press its work
in that archipelago, beginning about
June 1. One of its officials is already
at Manila. The prospective Filipino
appointees will receive 1720 a year sal
ary to begin with, and mast have qual
ifications that inelude the higher math-
ematios, astronomy, physics, surveying,
geography and two modern languages.

Washinotos, March 29. — Another
Important dispatch was recelvod at the
wnr department today from General
MacArthnr, at Manila, dated today.
It did not refer to Agutualdo or Fnn-
stou. bat, in the opinion of the war de
partment officials, It went far to sup
port the prediction made by General
MaoArthnr in yesterday’s dispatch re
lating to these two leaders, to the effect
that the end of the rebellion Is near at
hand. This dispatch cbronlolos -the
surrender of a considerable additional
number of rebels and military arms,
and the important feature of it is that
the surrender marks the complete
stamping oat of the insurrection in the
island of Mindanoa, which is, next to
Luzon, the largest island in she Phil
ippine group.

VERY PLEASANT OCCASION
The “Christening” of Captain Hob
son’s t-llver Service.
Greensboro, Ala., March 30.—The
“christening” of Captain Hobson’s sil
ver servioe at “Magnolia Grove" yes
terday afternoon was a most pleasant
occasion. Thoroughly informal invita
tions were issued, nnd well nigh the
whole town was bidden to the “tea
drinking.” The first cop of tea was
poured by Mrs. Mary G. Pickens and
Captain Hobson handed it tobismother.
A delightful afternoon was spent at
the Holtons' hospitable home. Among
the receiving party, assisting Mrs. Hob
son and Miss Hobson, were Mrs. Hop
kins nnd Miss Etuily Grigsby of New
York. Mrs. Ellen Peter-Bryce, Miss

Vessel Ow.-i-rs to Take Action Aguinst

Buffalo, March 30.—The- vessel
owners of this city claim that unless the
striking murine engineers return to
work nt the opening of navigation they
enn bring action in tbo courts that will
result in revoking the licenses held by
the engineers.
They base '.heir contention on a prece
dent which they say wns established in
1897, during a strike of Mississippi pi
lots, when the solicitor general of the
United States decided thar their rviu-ul
to pilot lionts was a conspiracy in re
straint of commerce, and revoked their
licenses
While the vessel owners do uot say
definitely that such action will be taken
here, they intimate that important de
velopments may be expected soon that
will forco a settlement of the strike.

Richmond, March 30.—The Jefferson
hotel, one of the most imposing build
ings in Richmond, was practlcaly swept
oat of existenoe by flte early today. All
that remains of the magnificent struo
tore, which was built and furnished at
a cost of over $1,000,000, are tbe two

ing on Franklin street
The fire was discovered near mid
night; high np in the Main street por
tion of the bnildiug, bat was not con
sidered serions. The hotel fire appa
ratus was broaght into play, but the
hose bnrst. Tho flames spread rapidly,
and porters were sent throagh the
building to awakon guests, many of
whom had to be dragged out of bed.
There was a general rash toward tbe
Franklin street part Tbe fire depart
ment worked hard and hurriedly, bat
under the greatest difficulty, owing to
the height of the bnildiug.
In the Franklin street section were n
number of very valnable pictures and a
Valentine’s marble statue of Jefferson.
The statne was saved, minus the head,
and tbe pictures were gotten oat, as
was also much of the drapery and fur
niture.
Guests IC-cape.
All the gnests got oat safely.
Mr. Richards, a traveling man of Dan
ville, Va , was the only guest hart. He
fell down a Flight of stairs and broke his
leg.
A boy named Robertson is missing.
It is fenred he was caught in the burn
ing bnildiug.
Several firemen were more or less in
jured, but none sorionsly.
The insurance ou tile building is about
1050,COO.
It is uot yet known whether the hotel
will be rebuilt.

Tne Jefferson wns opened six years
ago, and was one of the finest hostelrles
iti the sonth. It occupied a full half
block and was regarded as practically
fireproof.
The fire originated in tho linen room,
supposedly front defective electrio wire.
Tbe majority of the gnests lost their
baggage.

New York, March 30.—Maarioe Bar-
more, the actor, who was taken to the
lmane pavillion at Bellevue hospital
yosterday, passed n restloss night Ha
awakened early this morning, but would
not talk to any one. Barrymore con-

some point in Aiken county. The cor-

McSweoney, when asked to say some
thing abont Senator McLanrln, and

not understand exactly what MoLaarin
meant by withdrawing from the Demo
cratic caucus when Important party is-

Insane Negro From Alabama Arretted
In Washington.
Montgomery, Ala., March 30.—A
special from Washington, D. O.. says:
Isaiah Morris, a negro. 35 years old,
who claims to bo an ordained preacher
of tho “United Holy Apostolical Chris-
tlnn Evangelical church” of Montgom
ery, Ain., was arrested last evening a*
Sixth street and Pennsylvania avenue
and locked up at the Sixth Precinct
police station, charged with being in
sane. Officer Thomas Hanley,who made
the arrest, alleges that thc^l:risoner was
malting wild bounds and giving vent to
loud screams on tho street when his at
tention wns attracted to him. Several

When tho officer placed him under ar
rest ho resisted violently. . Ho had in
his possession a lot of tracts and a
satchel filled with religious papers of
various kinds. As ho was being taken
to tho stutiou it was raining heavily,

“See,” said Morris to the policeman,
“I ordered dat storm to come down on
dis city to mako satisfaction fo’ my per
secution by you people.”
Ho also claims to havo "ordered” the
recent storm that visited Alabama. “I
dan told those folks dat dey would suf
fer," he said to n reporter. Last night
ho wanted to send a telegram to John
Green, “high sheriff of Montgomery,
Ala.," who, ho believes, will get him
him oat of all his tronble.

Geologist S. W. McCallio had a narrow
oscapo last Tuesday night, when he was
surrounded by tho raging waters of ths
Chattahoochee and was rescued, per
haps, from drowning only by a rivet
steamer which happened along.
Mr. McCallio had boon sonrehing tot
marls and other geological formations
along the Chattahoochee jnst below Co
lumbus. Tuesday night he camped on
the banks of the Chattahoochee, abont
10 miles from Eufaula. That was the
day of th« storm, which was accompanied -.'t
by heavy rains throughout that seotiou.
The Chattahoochee rose rapidly and
soon surrounded tho spot on which he
wns camped.
Scoing bis peril, Mr. McCallio climbed
a tall sycamore, and it seemed that the
wator climbed after him. In a few
hoars it rose more than 20 feet, and
there wns no way far him to get to the
shore.
