Paris, April 6. According to in
formation that has reached Paris from
a source regarded as of unquestionable
authenticity, Russia has withdrawn the
proposed Mauchuriau treaty with Obiua.
This step is attributed to the personal
instigation of Emperor Nicholas, and is
accepted as evidence of his determina
tion to avoid at the present juncture
any conflict with Japan. Couplodwith
this news comes the statement that
Russia does not deem it expediout to
withdraw any of her troops now in
Manchuria, and intends to maintain the
status quo there until such a govern
ment can be established at Peking
strong and stable enough to inspire Rus
sian confidence for the futuie.

Tliis movement is thought to bo be
cause the treaty could only have been
wrung from China, after all, by sanc
tion of the position which tho Russians
already hold in Manchuria, aud tho
signing of the treaty might render war
with Japan inevitable.
The conviction prevails in diplomatic
circles here that peace negotiations with
China will be greatly facilitated by Rus
sia’s withdrawal of the convention,

Ltpton recently said that he was chiefly
concerned about the Herreshoff boat
and saw no reason to oouot seriously on

that It is dawning on the experts that
tho Lawson boat is worthy of more at
tention than was previously given to

opinion lies chiefly in the remarkable
resemblance of Mr. Lawson’s yacht with

Dotails seem to show that every im
portant novelty in tho Watson boat has
been duplicated in Ur. Lawson’s. The

lightness with less surface friction.
