I hereby certify that the annexed an

county, and consolidation of public
scliool teachers’ report for the year
1900, is, to tlio best of my knowledge
and belief, true and correct in all re

The dockets of the justices of the
peace and ex-officio justices have been
examined and the cost entries are
itemized and charges legal
There exists a vacancy in the 802nd
District, G.M., there being neither jus
tice of the peace or notary public. We
recommend W 9. Bell for notary pub-
public nnd ex-officio justice for said
district.
There is also a vacancy in the 1092ml
District for notary public and ex-officio
justice by the expiration of the term of
James P. Walker. We recommend that
Caller Pearce he appointed to fill said
vacancy.
There is also a vacancy in the 1105th
District, G. M., for notary public and
ex-ofiicio justice of the peace, by the re
moval of W. M. Soars from the county.
We recommend the appointment of
James M. Brown as his successor.
A vacancy exists in the hoard of edu
cation in the Weston district by the
expiration of time of J. A. Crymes;
nnd also a vnenney in Preston dis
trict by the resignation of Roljt
A. King, Wc recommend that G. W.
Sims be appointed as successor to the
former, J. A. Crymes, and that J. W.
A. Hawkins bo appointed to suoceed the
latter, Kobt. A. King.
The pauper farm has been examined
nnd report shows there are 11 inmates
6 whites ami 5 colored, cared fisc kindly
nnd humanely. The buildings are gen
erally in comfortable conditnoai. Wi
respectfully call the attention of the
county commissioners to needed re.
pairs on the houses occupied by Miss
Becky Bolton and Mrs. EmmaColeman
The tenants on ithe farm have had
severe strain by heavy nnd incessant
rain amd should be protected. In ad
dition to paupers on the ferm, there
nre 20 paupers -who are allowed
monthly stipend, aggregating $38.00.
The treasurer’s report shows that the
expenditure for paupers and pnuper
farm,engrossed, is;*l,685.88,
The public buildings nre in .-fair con
dition. A few glasses broken in some
of the windows of the court house
which we feel confident will be attended
to in good time by our competent
county commissioners. The jnil, though
small, is fitiade ns comfortable as possi
ble for the unfortunate inmates.
The public roads hate received their
ante-court .dressing, and are generally
tin fair condition. The county com
anissioners are to be congratulated oil
settling the long existing complaint on
the road lending from Richland to Pine-
viUe, known as the “gully terror,” on
the Wilson place and that in future
Jrav-el over said place will he more
pleasant.
We .are advised ithat the bridges on
the aforesaid road across Slaughter
creek Have also received the favorable
consideration of tius county commis
sioners, and will soon be made satisfac
tory to the citizens of that community.
The crossings at the Ivey bridge on
Ktnchafoonee creek and also that on
West side of said creek, at the Culpep
per bridge, through heavy and contin
ued rain, are in bad condition, and we
respectfully call the attention of the
proper authorities, to the repair of
these places, as soon as the water re
cedes sufficiently for that purpose.
Information comes to us that it is
utterly impossible to keep in good re
pairs at all times the Ivey crossing on
Ktnchafoonee creek, and under such
conditions, we most respectfully recom
mend that a turnpike he constucted at
or near the Ivey bridge across Kinchs-
foonee creek. This rond is of great
utility and convenience to a large num
ber of eltliens of our county who con
tribute quite a part of the revenue to
our county in tuxes.
We appoint James P. Walker and
James E. Deniinrd ns finance committee
for the ensuing year, nnd that they be
paid each, three dollars per day for said
service.
On examination of the list of pen
tember, 1900. J. W. Cato died Febru
ary, 1901,
We exceedingly regret that after a
long leave from the open and public
sate of spirituous liquors in our county,
that such does exist, whether lawful or
unlawful, we refrain from nn expres
sion, but ne feel it our duty for the
honor, peace ifnd dignity of our county,
to condemn the sale of intoxicating
liquors therein under any circum
stances, but if sold we prefer a dispen
sary.
The impression exists in the minds
of some that our county is insolvent,
iiie Treasurer’s report shows amount
on hand of *1652.39. There being no
outstanding indebtedness against the
county, is truly gratifying.
We thank his honor, Z. A. Littlejohn,
for his uniform kindness extended us
during the term and recognise in him
an upright, competent and impartial
judge, humane yet firm in meting out
justice with mercy.
To Solicitor General F. A. Hooper we
are under obligation for valuable assis
tance rendered us inthe present service.
He his endeared himself to us and our
people by his diligent efforts to convict
nnd punish the guilty.

The liability to disease is greatly
lessened when the blood is in good con

vigorous. For then all refuse matter
is promptly carried out of the system;
otherwise it would rapidly accumulate
—fermentation would take place, tbe
blood become polluted and the consti
