A PROHIBITION COMPAIGN.
The Prohibitionists are beginning
their campaign early. It is a question
whether they aro not beginning it too
early to make much of a success of it.
The movements tUey are making now
only serve to put into existence count
er movements.
The announcement is made that it is
the purpose of the Prohibitionists to got
control of the Senate. Heretofore they
have been weak in that branch of the
Legislature. While they are trying to
capture the Senate they may fail to
hold control of the House.
It is more than a year before much
will be done towards nominating a can
didate for governor and candidates for
the House and Senate. But if the Pro
hibitionists begin agitating the liquor
question now, the liquor forces will
begin to prepare to control nominating
conventions. Having money with
which to carry out their plans, and
being accustomed to rely on organiza
tion for success, they will likely ac
complish more than the the Prohibi
tionists in a long campaign. Assuming
that this view of the matter is correot
the Prohibitionists are making a mis
take.
There is no doubt that the Prohibi
tionists are much more in earnest than
they have been iu other years. If they
are not, their chances for success aro
no better than in other campaigns in
which they have made a determined
effort to get control of the state.
There is no doubt they have a good
deal to irritate them. Liquor is freely
sold,though surreptitiously,in prohibi-
tion counties. But if a general prohi
bition law should be passed would not
the same evil exist ? Would not there
be blind tigers just as there are in the
prohibition counties now? It is the
belief that there would that prevents
many opponents of the liquor traffic
from supporting prohibition.
Prohibition has certainly not been a
success in Kansas. It bas not been a
pronounced success anywhere. There
are reasons for thinking that more has
been accomplished for the cause of
temperance by local option tban by
prohibition. Would it not bo the better
plan to continue to work under local
option, and to assist it by more strin
gent laws against selling it in any part
of the state on Sundays. There would
be a strong public sentiment in support
of laws of this kind.—Savannah News

Captain M. B. Connoil will be Mar
shal of the dav, assisted by aides.
General Clement A. Evans will de
liver the oration at the oemeterv, his
address following a beantifnl service of
song and prayer.
At the eonclnsion of the speaking
Mrs, James A. Davenport, president of
the loeal chapter, Daughters of the Con
foderaoy, will present to the veterans
the crosses of honor, each veteran re
ceiving an emblem.
It will be one of the greatest memo
rial occasions that Americas has ever
witnessed.

Buenos Ayres, Apr4 19.—The police
of the town of Rosario, iu the province
of Santa Fe, have seized papers which
prove that that a plot against the lives
of the emperor of Germany, the czar of
Russia, the king and queen of Italy and
Couut Turiu was receutly laid in Pater*
•on, N. J.
Investigation was began on the re
ceipt of dispatches from Berlin announc
ing that the police of that city had dis
covered a plot agaiust the life of Empe
ror William. These dispatches ntated
that anarchists iu Argentina ware the
moving spirits' iu the plan and that one
named Romaguoli had been arrested.
His movements since he left this coun
try have beeu traced. He came from
Rosario, where au anarchist society has
long been iu existence. The police of
that town immediately began an inves
tigation and finally made a raid upon
the quarters of some of the most promi
nent anarchists,

Important papers bearing upon the
organization of the society were seized.
These showed tnat Romaglino ucted
on direct orders from Paterson. A let
ter was sent to him telling him that ho
had been chosen by lot to kill the Ger
man emperor and instructing him to go
immediately to Berliu. He left Rosario
soon afterward and saiied -from this
port. He did not go directly to Ger
many, but to Rome, where it is sup
posed he communicated with Italian an
archists. He then went to Now York,
evidently to receive final instructions
from the leaders in Paterson. He camo
to Argentina again and held communi
cation with his friends, and then sailed
for Germany, where he was arrested be
fore he could execute his orders.
Whether any specific action had been
taken to carry out the resolution of the
Paterson society for the assassination
of the czar of Russia and the Italian
rulers, the police will not say. The-
German, Italian and Russian legations,
however, have been placed in now**;-

Pokt Boyal, S. O., April 19.—The
monitor Amphitrite concluded her three
months’ tour of target practice iu these
waters yesterday. For six hours mov
ing floating targets were tired at. Tho
misses were few. An officer said the
cost of the firing for six hours was about
$23,000. The percentage ot hits during
the tour wa» considerably higher than
last year.
Storm In Florida.
Jacksonville, Fla., April 19.—At 1
o’clock this morning Jacksonville was
visited by a severe rain and windstorm,
tho wind blowing at a terrific speed for
a few minutes. Considerable slight
damage but nothing aarious is report
ed. High winds continue today.
