Sax Francisco, April 27.—It is stated
in railroad circles that President Hayes
of the Southern Pacific is about to in
augurate a radicnl change in the man
agement of the .system. He will form
a cabinet of advisers, to le composed of
the heads of practically all the prin
cipal departments of the road, with the
single exception of the law department.
The object of this cabinet arrangement
is tpl centralize the authority and re
sponsibility. President Hayes will by
this means have a liuner grasp cu the
the details ot operation of the vast sys
tem, and ail orders will bo issued di-
r- erlv by him, alter consideration by the
cabinet.

bers will, in reality, be advisers to the
president, who will be responsible only
to the board of directors.
It is also stated that H. E. Hunting-
ton will uot accept re-election to the

nor Capote urged that something be

The presideut replied that nothing
could be doue on economic lines until
the political questions were settled; that
it would be necessary for the Cubans to
form a government before any negotia
tions could be entered into. He assure'
the delegation that, as soon as the Cu
ban government was formed, he would
appoint a commission to consider eco
nomic relations.
There is a general impression among
those in close touch with the Cuban
delegates that they will reccommeud
the acceptance of the Platt amendment
by the costitntional convention when
they return to Havaum

Zanesville, O, April 2'#. — With
threats of burning his feet with a ligat
ed torch, three robbers secured from
Walter Woodward of White Cottage, a
hamlets miles south of here, a small
i of money at an early hour thL
morning.
The robbers smashed iu the door with
a fence rail. Woodward was tied fo the
bed, aud then the robbers tantalized
him with the torch until he told them
where the money was secreted.
His son, who was sleeping in an ad
joining room, was awakened by the noise.
He alarmed the neighbors, but not in
time to prevent the escape of the rob
ber!.

Sneed of the circuit court today held

Legion of Honor supreme council last
August invalidating all policies of over
