Ruther*, chief commissary of the de
partment of Northern Luzon, in a letter
to Commissary General Weston, dated
April 15, says there are 228 stations in
that department, with about 25,000
troops. Besides the troops, at that time
several thousand prisoners were being
fed by the government. The subsist
ence department, he says, is in superb
couditiou.
Major Ruther8 devotes considerable
space in his letter to the subject of beef
supply. For the most part, the meat
ration served the troops is refrigerated
or frozen beef, although in some of the
interior points, where there is neither
rail nor water transportation, the sup
ply is necessarily curtailed. He had
Ijent beef 60 miles into the interior with
bull carta This beef was transported
through a country infested with La-
drones and small bands of insurgents,
yet the cart drivers and supplies were
not molested. He says they must have
paid toll to the tribal chiefs, for bad the
supplies been accompauied by escorts
there would have been a daily ambush.

He says there is need of more water
transportation, and if he had it he
would use frozen beef, as the influence
on the sick report is quite marked. The
more fresh beef used the better
the health of the troops. The na
tive beef, from which the animal heat
has not entirely departed, is not healthy.
Major Ruthers says for some time lie
used the English army ration—beef
stew and potatoes, in 2 pound caus—but
it does not compare to the beef stew
issue of the Uuited States army rations.
Ho also says that the standard emergen
cy ration lias giveu very good satisfac
tion. At the same time, he adds:
“A ration of beef stow and vegeta
bles, 1 pound of hard bread in tin and a
tablet of chocolate, I would put against
any so-called emergency rations ever
manufactured, and it would not cause
intestinal irritation, of which some com
plaint is made. ”
Another fact he states:

“Experience shows that the American
soldier serving in these islands needs
the full army ration, including the full
allowance ofi^resh beef. His health
cannot be maintained without it. Iu
addition, his appetite apparently craves
sweets and acids. ”
In this connection ho mentions the
demand for sauerkraut. Without an
abundance of nutritions food, he says,
the health of Americans cannot be main
tained in the Luzon climate. The health
of Filipinos liviug on American foods,
he says, is much bettor thau those liv
ing on native foods.
Volunteers Homeward Hound.
Washington, Juno 7.—A cablegram
was received at the war department to
day from General MacArthur at Manila
announcing that ull the volunteers have
left the Philippines ouroute for the
United States.

Came to This Country to Convert Jews
to Christianity.
New York, Juno 7.—Herman Wars-
zawiak has appeared before a referee on
a petition for discharge in bankruptcy
proceedings.
The history of Warszawiak in this
country has been full of interest, owing
to the keeu partisanship aroused by his
quarrel with the Ptesbyteriau authori
ties. War^zawiak came to this coun
try as a convert to Christianity in 1891
and instituted au American mission for
Hebrews. His namo still appears as
superintendent of the institution. In
spite of his expulsion from the Presby
terian church, he was reinstated in the
winter of 1899. A year earlier he had
filed a petition iu bankruptcy, showing
liabilities of $291,302.
The largest creditor was a Mrs. Aniu-
ka Nicholas, who figured for $26,000,
money lent. Mrs. Nicholas ordered the
petition for discharge. She says the
mouey was advanced by her to establish
a hat factory for the employment of
Jewish labor iu connection with Wars-
zawiak’s proselytizing work. She says
there is no evidence to show such a fac
tory was ever established.
APPEAL TO THE POWERS.
Arbitration Asked For Settlement of
Trouble In Peking.
Washington, Jnue 8.—The Uuited
States government has again appealed
to the powers to submit the present is
sues at Peking over the indemnity prop
ositions to the arbitration of The Hague
tribunal.
Mr. Rockhill, who has been watching
for an opportunity,cabled Secretary Hay
last night for permission to make the
application, aud the secretary this
morning cabled him authority to do so.
It is believed the ministers at Peking
have become involved beyond extrica
tion in the present issues, and this
proposition may be the only way out.
Army .Vpitoimment?.
Washington, June 8.—The president
today made the following appointments
in the army: Chaplains—William W.
Brander, James L. Grilles, John C.
Granville and John M. Mose. Captain
artillery corps —Henry H. Whitney.
First lieutenants of artillery—Levert
Coleman and Alfred R Putnam.
“Coin” Harvey For Congress.
Memphis, June 8.—"Com” Harvey,
who has become a citizen of Benton
county, Ark,, i- going to make the race
for congress in the third Arkansas dis
trict. Harvey has come to the front
piart in a new role as promoter of an old-
