STATE OF FLORIDA

sion law Is worrying a great many per
rons, who are writing to the governor
and comptroller, causing these officials
lunch unnecessary trouble.
Section 6. of the new pension law.
pro-ides as follows:
"This act shall take effect Oct 1. 1901.
nnd the first payment thereunder shall
be made Jau. 1. 1902."

Any person who enlisted and served
in the military or naval service of the
confederate states or this state during
the war between the states of the United
States, and did uot desert the confeder
ate states service, and who hat been a
bona fide citizen of this state since Jan.
1 1885, who has sinoe continned to be a
citizen of this state, who lost a limb or
limbs, an eye or eyes, or who is perma
nently disabled by reason of wounds or
disease to gain a livelihood by manual
labor, or being more than 65 years old
is bv reason of age incapable of provid
ing a living for himself, shall be enti
tled to receive each per Miuum in quar
terly payments, the following amounts,
For total loss of Eight, $100; for loss of
one eye, $25; for loss of a foot or leg, $80,
for loss of a hand, $80; for loss of both
hands, $100; for loss of both feet. $100;
for loss of one hand and one foot of same
person, $100; for personal injuries, dis
ease cr ago whereby the person is un
able to earn a livelihood by manual la
bor, $98.
The widow of any soldier or sailor,
who was drawing a pension under this
act, shall receiVe such pension during
her widowhood, provided she was law
fully married to him prior to Jan. 1.
1885, and was n resident of this state ou
Jan. 1, 1890, and has since continually
resided in Florida.
No person owning $800 worth of real
or j>ersonal property shall receive n
pe union.
Persons receiving a pension irorn tno
United States shall be entitled to a pen
sion under this act.
Persons drawing pensions under pre
vious Florida acts shall bo entitled to
the benefits of this law.
The payment of all new claims snail
date from their allowance.
The board of county commissioners
in each county, during the mouth of
January, in each year, shall furnish the
state board of pensions with a certified
list of all persons entitled to receive
pensions in their counties.
One mill ou the dollar is levied for a
pension fund. Should the sum raised
by this levy be insufficient, it shall be
distributed pro rata to tho persons en
titled to pensions.
The governor, comptroller ana attor
ney general constitute the state board
of pensions.

H. Oonncill said in tho course of his re
cent speech in this city:
"The one-room negro cabins of the
south are held up to ridicule as if they
contained all the poverty and sin in tho
land. Civilization depends more upon
what gees on in the one-room cabin,
than upon the one-room cabin itself.
There are millions of honest, industri
ous, virtuous negroes in the one-room
cabins in tho south. Tho negro iu his
one-room cabin, chinked and daubed,
whitewashed, clean little yard, his pig
sty and cowpen near by, chickcucoop,
cottonfield, cornfield, bis melons and
yams in season, is many times happier
than the millions who live iu hot, one-
room or tenement houses with misera
ble surroundings in tho large cities of
the north. ”

For the Philippines.
Columbia, S. C., July 4.—State Su-
perintendent of Education McMahan
has received a request from the general
superintendent of education to appoint
the teachers from this state to work in
the Philippines. The appointments are
to be made if possible ou or before July
16. Transports are to leave Sau Fran
cisco on July 23 with many teachers
from all ovur the country who are to be
sent to all the Pbilippiue provinces by
the government to manage the schools.
Buperintendent McMahan desires those
who wish the position,to apply to him
at once. The requirement is that teach
ers so sent out shall be either normal or
college graduates and it is also required
that they shall bo in good health to
stand the tropical climate. Experienced
teachers are wanted. The salary is
f 1,200 per year.

this city. This building is the gift of
Mr. J. B. Duko of New York, and it
will hold about 100,000 volumes.
