Proposed Expenditures For the Navy
Do Not Seem to He Justified by Very
Slight Increase In the Population of
the Country.
Paris, July 11.—Tho naval expendi
ture of Frauce for 1902 is officially pro*
posed to be $62,520,000, which at first
sight seems to be $4,100 less than iu
1901, but if it is taken into account that
the cost of maintaining the marine in*
,fautry and artillery, amounting to about
$5,400,000, has been transferred from
the navy to the ministries of way and
the colonies, it is found that the money
that France intends to spend upon the
navy daring 1902 is in reality $2,300,000
in excess of the naval expenditures of
tUe current year.
31utter For Consideration.
It Is a matter of serious consideration
for the Freuch whether they are not
spending upon their navy more than
their national resources warrant. Franco
has now piled up a debt involving an
annual charge for interest of nearly
$20,000,000, or, in other words, every
man, woman and child in France has
now to pay $5 per annum for interest
on the national debt. The army costs
the country §132,000,000 a year and the
total expenditure for 1902 is officially
proposed to be §720,000,000.
Startling Statistic*.
Moreover, reflections upon the French
census cause renewed uneasiness. Last
March the population in round numbers
was 3S,600.000, being an increase of
only 330,000 since 1S9I5; and even this
meager result is mostly accounted for
by Paris aud its suburbs, wliere the in
crease has been 292,000, due principally
to foreign immigration, so that in the
rest of France the population lias been
augmented by only 38,000 during tho
last live years. That is to say, for mili
tary and naval purposes tiio population
is almost stationary, ami iu this respect
France stands along among tho great
nations of Europe.
Seems to He Impossible.
Under these conditions, M. Jaures,
the socialist leader, and many advanced
thinkers among the radicals and radical
socialists, hold that it is impossible for
France to have at tho same time a navy
and army of the first rank, simply be
cause she has not the resources of men
and money to maintain both.

Largo Posse.
Helena, Hon., July 11.—Reports
havo reached here that the Great North
ern express robbers havo been surround
ed on Peeples creek, south of tho Littlo
Rockies, with seven men guarding them,
awaiting the arrival of Sheriff Griffith,
who will leave Malya with a posse of 40
men this afternoon.
It is known that the robbers crossed
tho Missouri river not far from Peck
Agency, Mon., Monday evening; that
they are riding fresh horse., secured
either from relays provided iu advance
or by theft from the ranges which they
passed. From the vicinity of the Bank-
ney agency they headed south, and are
in a section of country where they can
make good time, but still not bo far
from the security of mountains.
This information will seem to indicate
that the robbers have some other haven
in sight than the "Hole in tho Wall’
country, having gone far east of there.
Sheriff Bonner has also organized a
posse to assist Sheriff Griffith. They
left Great Falls this morning, and are
expert rifle shots and expert horsemen.

etable line, and these products bring

of corn on the board of trade at the

TERRIFIC TEMPERATURE.
Hot Wave Continues In All Parts of
the Country.
Kansas City, July 13.—Not since tho
present hot spell began has Kansas City
people suffered so severely os they did
last night. Thursdny night had proved
almost intolerable, but last night the
conditions were even worse, tho aver
age temperature from 8 p. m. to 8 a. m.
being fH dugreos. Tho atmosphere was
so hoavy that it was almost stifling, aud
thousands of people slept on lawns, on
porches, or remained up tho entire
night, riding or walking about town.
At 1) o’clock this morning tho weather
bureau reported 91 degroos, or 3 abovo
that at tho samo hour yesterday, with
no prospects of rain or n Cooling breeze.
For three days this month tho heat
record has been brokeu, and conditions
this morning indicated that yesterday’s
mark of 103.9 degress would bo passed
today.
Atlanta, July 13.—The tomperaturo
boro yesterday reached 95.0 at about
midday. Tho lowest was Tfl.fl, giving a
mean of 80.6. This was 7.5 degrees
ubovo tho normal for that date and wits
good all-around hot weather. Night
before last was tho hottest night horo

St. Louis, July 18.—The record of 91
degrees at noon indicated to tho woathor
bureau officials that the intense heat of
the past few days is abating.

ALMOST BEYOND RELIEF.
Serious Situation of the Crops In the
Western States.
Chicago, July 13.—Today's advices
to tho board of trade and grain commis
sioners are that the heat and drouth iu
the southwest are unbroken. It is fi oid
that the damage outside of Kansas aud
Missouri is comparatively slight, but
that unless there is relief in the next
ten days the corn crop situation will bo
beyond relief.
The loss of hay aud potatoes is also
»reat, second only to the loss of corn.
[t is estimated that the farmers of Kan
sas aud Missouri have already lost $50,*
090,000. .
Tho straits iu which the corn crop is
said to bo situated, owing to the intense
heat and the lack of moisture, is re
flected iu the courso of prices of that
cereal on the board of trade.
Corn for September delivery at the
opening today sold simultaneously from
52 to 52*^ cents, compared with the close
yesterday at cents * Shortly
afterwards this optiou was quoted at
52j'g cents, or 9 cents higher than the
>rice one mouth ago, shortly before the
ieat aud drouth had begun to arouse
misgiving* as to the future of the crop.
Not in years have natural conditions
attracted tho present prices for corn,
although manipulation has at timea
forced them higher. There was a sharp
demand from the country today, but lo
cal speculators sold to realize profits,
claiming that all damage so far had
been amply discounted by recently pre
vailing prices.
September oats today sold at 33 cents,
cents higher than yesterday’s close
aud 7 cents higher thau a month ago.
Wheat, however, is lower than it woe
on June 12, although the September de
livery at the opening today showed an
advance of \% cents over the previous
session’s final figures.
AREA OF_COUNTIES.
Question Discussed In tho Alabama
Convention.
Montgomery, Ala., July 13. — The
discussion of the redaction of the mini
mum area of counties in this state was
resumed in tho constitutional conven
tion this morning. Mr. Parker of Kl-
moro opened the discussion by declaring
that 80 per cent of the counties iu the
state wore opposed to any change in the
area of comities.
Tho amendmonfc provided that too
area shall remain at COO square miles.
Tho vote stood 4o ayes and 63 oays.
Tho roll was called on Mr. DeGraffen-
roid’s substitute and resulted 57 to 43,
and tho couvoutiou decided to retain
tho COO milo limit.
Mr. Thompson of Bibb favored the
600 square mile limit provided for iu tho
committeo report.
Mr. Parker thought tho aincndmon*
of Mr. DoGraffcnriod should bo laid oiv
tho table, aud ho so moved.
