Washington, July 25. — Secretary
JiOug announced today tiiat the board
of inquiry, which is to investigate the
controversy points in connection with
Admiral Schley’s conduct during the
Spanish war, will be composed of Ad
miral Dewey, president of the court,
and Hear Admiral Lewis A. Kimberly
and Admiral E. K. Bonham.
The court will meet in Washington
Sept. 12. The judge advocate of the
court has not yet been selected and the
precepts to the court, which is being
prepared by Captain Lomley, judge ad
vocate general, has not yet been com
pleted. The scopo of the inquiry will
not be known until the precept and or
der for convening of the court is issued.
It is expected that they will be promul
gated by the department tomorrow.
{ • retary Long says, however, that
the proceeding of the court will be open
and the widest latitude will be permit
ted in the matter of witnesses, and that
Rear Admiral Schley will bo allowed to
be represented by counsel. The secre
tary had nothing to say about the com-
posi ion of the court, except that ho
thought it spoke for itself and to hope
the members would bo satisfactory to
all concerned. He pointed out that
none of the officers, so far as he knew,
expressed an opinion concerning w. c
is known as the Sampsou-Schley cc i-
troverss, and it was presumed tb /
would enter upon their work in au im
partial spirit.
The members of the court are dis
tinctively lighting men. Each has bo u
connected with a celebrated event ‘U
naval annals. Admiral Dewey, the htro
of the battle of Manila bay, it is unnec
essary to speak for. His record is fa
miliar to all. His associates, Rear Ad
miral Kimberly and Rear Admiral Ben-
ham are both retired officers.

Dallas, July 25.—Good rains arc re
ported today m the central section of
the Texas cotton growing district. It
has been raining hard at Clarksville,
Paris and Honey Grove, in northern
Texas, ever since 2 o’clock this morn
ing. These rains are also reported at
Waco, Calvert and Temple, in central
Texas. Indications favor a good rain at
Dallas before night. The thermometer
at Dallas at 11 a. m. was 00 in the shade.

that prevailed last night and this morn
ing have reduced the temperature. At
10 a. m., the temperature recorded was
90, 8 below yesterday at that time.

Uhio.n- City. Ind., July 25.—A heavy
rain and electrical storm passed over
this city this moruing. Lightning struok
the residences ot Sylvester Ware, Wil
liam Morgan, S. D. Warwick, George
Alexander, Harry Moorman, O. O.
Fisher, Daniel Stoner and O. L Otter-
gren. At the latter plaoe the lightning
passed through tho briok walls in four
places, tearing jagged holes.
Holt Kills Five Horses.
Chilucothr, O., July 25.—A heavy
raiu storm with lightning occurred here
this moruing. Several buildings wero
destroyed by the lightning. The large
barn of L. C. Skinner, at Clarksburg,
this county, was fired by lightning and
five horses, together with grain, hay
and implements, wero destroyed.
Accident at Birmingham.
Biumingiiam, Ala.. July 23.—A Gate
City Electric car of tho Birmingham
Railway, Light and Power company
collided with a locomotive of the Louis
ville and Nashville roud at the crossing
at East Birmingham and turned the
electric car over. Tho accident hap*
noned at 0:10 o’clock tins moruing.
Mattie Overborne, a uegress, was crushed
to death uuder the car. Mrs. L. C.
Moffatt, W. A. Sawyer uud 11. B. Bus
more were iujured, Mrs. Moffatt so
badly that she was removed to the hos
pital. She will recover.
