Barcelona, Oct A —Reports received
from Cape Cerbera say advice* re
ceived there from points along the fron
tier show that the Carlist preparations
are nearly completed. They have
accumulated through smugglers 20,000
rifles, and oniforms have been made at
Perpignan, France, and brought into
Spain at different plaoes. The uniform
consists of a bine blouse, red trousers
and peaked caps.
Large supplies of ammunition have
been obtained from Cnba and the Phil-
ipplne islanda The uprising i* ex-
pected to commence at Bergo, and at
other points in the mountains forming
the Carlist center.
Booklets containing instructions in
gaerrilln warfare are being distributed
and men ore being reorniced from the
refugees and raalcoutents at the frontier.
An important meeting wiU be held
Oct. 10, when two Carlist generals are
exneer-d to attend with Instructions
from Don Carlos.

nies that parliament will meet this au
tumn to provide more money for the
prosecution of the war in South Africa.
Nevertheless, at the present rate of ex
penditure, the deficit.for the fiscal year
will be £69,7*4,000, while the 60,000,000
of new consols with which n was ex
pected to meet the deficit must be pro
vided for by fresh appropriations of
£13,000,000. Sir Michael Hicks-Beach
doubtless considers mat prompt action
by parliament in January will take care
of the deficit.

regulations governing what is to be
worn at tba ooronation of King Edward

ermine, with gold tassels on top. No
jewels or precious stones are to be sot or
used iu coronets, nor counterfeits of
pearls instead of silver balls. The num
ber of the latter permitted revives t\
nice sense of distinction. A baron’s
coronet bears six silver balls, a vis
count's 10, an earl’s eight, with gold
strawberry loavos betweeu; a marquis’
four balls and four leaves alternately.

Title to Beaumont Oil Fields Is So
Far Defective.
Birmingham, Ala., Oct 6.—W. A.
Humphreys of Waco, Tex., the leading
spirit in the suit of the Humphreys es
tate, which is seeking to regain posses
sion, under an old Mexican grant, of
the famous Beaumont oil fields property
from Lucas, McFadden and the other
capitalists, who now possess the prop-
erties, reached Birmingham yesterday
in search of Asbury Humphreys, one of
the six original heirs.
Asbury Humphreys is known to have
recently lived iu Birmingham and is
the only one of the 18 heirs who has not
been located and communicated with.
A proposition has been made by the
syndicates interested in the Texas oil
developments to compromise the Hum
phreys claim by the payment to each
of the heirs of 120,000. No sort of effec
tive compromise can be put through
without the co-operation of all of the
heirs and hence A. S. Humphreys anxi-

Up in South Carolina.
Charleston, Oct. 5. —Since the death
of “Wild Bill,” otherwise known as
William Johnson, the notorious despe
rado. the officers at Rod Top have had
less trouble with the followers of this
bloody outlaw.
Johnson was killed by a posse several
weeks ago, after having been tracked
through the swamps aud corn.red in a
little hut by the river. He fought
vicionslv. but the posso closed in and n*
was finally killed. When the negro was
put out of the way his baud was de
moralized and uo other leader has arisen
to lead the wild people to crime.
During the past week or two only
few crimes have beon reported and the
lawabiding people living near Red Top
are hoping that the qnlet conditions will
continue.
Alleged murderer Arrested.
Montgomery, Ala., Oct. 4.—March
Long, a negro, has been arrested by Po
lice Officer Rapport at this place. The
man is said to bo wonted in Elmore
county for murder. Last week Long
and anotner negro named John Hamp
ton were coming from a cnnrch when
a quarrel ensued, and it is said that
Long drew a revolver and shot Hamp
ton. The wounded negro lived until
Saturday night, when he died. Long
will ba taken back to Elmore county for
trial
