Work of House uutl Senate—New BUI*
and Bills Passed.
Atlanta, Not. 2.—Iq the senate sev
eral bills were passed, amoug them
those of Senator Howell, to require the
state chemist to make au analysis in
suspected ie;ses of poisoning; also, to
allow the amending of pauper affidavit*;
by Senator Barring, to restrict the sale
of cocaine oud prescribing a penalty;
by Senator Sullivan, to remove the re
striction of holding only two terms of
the superior courts m the several cir
cuits of the state so that they may be
held quarterly.
Senator Spinks introduced a bill to
allow appeals in contested election cases
to the supreme court.
The legislative special will leave
Tuesday night at 9:30 for the Savannah
fair.
Very little was accomplished in the
house, except making the Wright anti-
bairoom bill the special order for Fri
day of next week.
The Hardwick bill to restrict and
limit the voting franchise was reported
by the committee on constitutional
amendments without recommendation
and will be made a special otder later
on. *

tection of taxes in this state; by Mr.
Durham of Banks, to abolish the county
court of Banks; by Mr. Ousely of
Lowndes, to abolish the city court of
Valdosta; by Mr. Gresham of Burke, to
create the city court of Waynesboro; by
Messrs. Slaton aud Houston of Fulton,
to amend the act establishing the pub-
lio school system of Fulton; by Mr. Har
per of Chattooga, to authorize the gov
ernor to appoint a board of trustees for
the asylum for the bliud; by Mr. Smith
of Henry, to provide for tiling certain
claims.

ham of liurke, to authorize ti o major
and council of Waynesboro to issue 0
per cent 30-yenr bonds to the amount of
$30,000, 90 to 0, passed.

Bay Minettb, Ala., Nov. 2.—Craw
ford, the 16 year-old son of D. C. Byrne,
chairman of tne executive committee of
the Democratic party of Baldwin conn-
tv, accidentally discharged a gun while
out hunting, the shot taking effect in
his right foot. Four physicians were
called in and an amputation found
necessary. __ -

Humane Act.
Charleston*, Nov. 2. — Friends of
George R. Koester, whose appointment
as collector of internal revenue is op
posed because he took part in a lynch
ing iu Lexington county some years ago,
giade a statement iu the affair. Accord
ing to this version, Koester, who is edi
tor of the Columbia Record, went with
the mob to report the lynching.
When the negro was caught he was
strung to a tree mid the mob was mak
ing ready to burn him alive when
Koester protested that it should not be
done.
“We’d like to see you help it, said
one of the leader*.
“I’ll kill him first," answered Koes
ter, and it is said that he whipped out a
revolver and fired. Koester claimed to
have acted with the desire to save the
negro from slow torture. The mob, he
skid, was bloodthirsty and wild for the
negro’s life, but was not willing to kill
him ontrighL
The Koester element claims now that
he did a humane act, inasmuch as he
was powerless to save the negro.

Birmingham, Ala., Not. A—At the
headquarters of the state Democratic)
campaign committee for ratification, it
was sratod that from reports to hand,
the new constitution will be ratified by
a big majority.
It is claimed that not more than ten
counties will go against ratification, aud
this number is believed to be exagger
ated. One county in each of tha Seoond
aud Third congressional districts, one
iu tha Fourth, one in the Fifth, two in
the Sixth, two in the Seventh, and two
in the Eighth, are all that are counted
ns being doubtful.
Considerable work is being done in
the counties where there is any doubt,
aud the campaign will be fought to a
finish. Tbo work of sending oat copies
of tho now constitution nnd other litera
ture is taking up much time at the head
quarters, aud tne clerks and stenogra
phers are busy.

Bills Introduced That Will Inorease
State's Revenue*.
Atlanta, Oet. 31.—There was another
flood of bills today in the honso and sen
ate and* some of the measures are of
great importance.
Mr. Frederick of Macou wants to our*
tail the hat feather industry, in so far
is Georgia contributes eo it, as his meas
ure is meant to prevent the killing of
wild birds and to protect their nests.
Iu oonformity with the governor's
recommendation, Mr. Toomer of Wore
presented a bill to require that tne gen
eral appropriation biil shall go to the
governor at least 10 days before the ad*
jourumout of the general assembly.
Mr. MoLemore of Telfair seeks to
amend the claim laws by allowing bnt
one olaim filed in any case. Mr. Prince
of Lumpkin wants to abolish teachers'
county institutes, and Mr. Slaton of
Fnlton is seeking to raise the salarlos of
superior court judges to 13,500 per year.
A measure, oalouiated to bring in
about 1600.000 additional revenue to the
state yearly, was that proposed by Mr.
Hall of IudIo, one of the two white
Repnblioau members of the house.
The Hitch inheritance bill, It Is esti
mated, wonld bring in folly that mush,
and If those two measures pass the
present assembly will enaot laws that
will pat $1,000,000 additional revenue
In sight ot the treasury. Mr. Mo Lennon
ot Telfair thinks that the Howard fran
chise measure will bring in over $1,-
000,000 In revenue.

Augusta 31au Is Pound Dead Early In
the Morning.
Augusta, Go., Oot. 31.—O. Stanley
Weisiger, a well known citizen of this
oity and prominently connected, com
mitted suicide by taking au overdose of
laudanum.
The deed was done somo time after 3
m. at the house where he was stop
ping. He nekasl for a room in which to
go to bed. This was furnished. He
then asked for a tumbler, mid wns left
alone iu the room.
Ho was found In tbo morning laying
on the bod witli ilia oyes open, nnd au
examination showed Weisiger wns dead,
and bad been for some time. The gob
let along with tho empty vial wns on
the floor, just under theedgo of the bod,
and told tne tale.
The body was taken to the Platt un
dertaking establishment, where tho cor
ner held an inquest. Tbo jury returned
n verdict of death from au overdose of
laudanum, administered by his own
bauds. He had had financial troubles,
but they were not pressiug him at the
time. Ho leaves a wife hut no children.

MORRISON’S STRANGE TALE.
Held Up by Three Men and Foreed to
Marry Woman.
Waycross, Go.. Nov. 31—An unusu
ally interesting story comes from Chart*
ton coanty, where court has been iff ses
sion.
H. Reed. Morrison, a prominent oitt-
zen of Moniac* was granted a divoree in
the coart, there being no opposition to
his sait. Morrison stated to the jury
that be lived in Booth Carolina prior to
his removal to this state, three year*
ago, when he came to Moniac and ac
cepted a position as sawyer for the
Dyal-Upchorch Lumber company.
He said that one night while he lived
in Booth Carolina he wai met by a trio
of men, heavily armed with Winches
ter rifles. He was told that he muss
either marry o certain young lady of
the community or prepare to pose in hi*
checks Tho woman in question was a
sister of one of the men in the party.
He was held in custody at the point of
tha dangorotu looking rifles until tho
lady, the license and on officer of tho
law coaid bo seoured, and thereupon
they were mode men and wife.
According to Morrison's version of
the affair, as soon as the ceremony had
been performed he wo* let at liberty
and as soon as possible left the state of
Booth Carolina and had not returned
there since. Never having from that
day on til the pretent time looked upon
the face of the woman whom he mar
ried that night in the road after hearing
hie story, and there being no opposition
to the proceedings, the jury granted the
divorce asked for.
