Cheyenne, \Vy„ Dec. 14.—The storm
raging ia the western part of Wyom
ing for the past 4S hours shows no
disposition to abate. The thermome
ter is now below zero with a wind
blowing that cuts to the marrow.
Several herders have been frozen to
death iu efforts to get their scattered
bands of sheep. The loss of sheep in
Red Desert cannot be estimated, as
the (locks are scattered to the four
winds. The habit which sheep have
of taking refuge in railway cuts has
resulted in the death of a large num
ber under the wheels of railroad trains.

otirnal.
A snowslide occurred at the mines
of the Battle Lake tunnel site on Cow
creek. A cabin with a whole family
was carried down the cannon a con
siderable distance, but no one was
seriously injured. The buildings of the
company are buried under many tons
of snow’ and are muen damaged.
IS THERE NO BEMEDY.
The following from the Atlanta Con-
itntion needs no comment:
“In the house two important bills
ere defeated because they lacked five
• six votes of a constitutional major-
y, through there was no material op
tion to them. At tho afternoon
:ssion the speaker had to order the
aors locked in order to hold on to a
ire quorum, and even then every mat-
, r of a general nature that came up
ail to be tabled where there were two
: three votes against it.
“It is simply inexcusable,” said a
rominent member of the house, “that
le members should absent themselves
i this way. They have got their own
ills through in many cases, and now
ley have gone of! leaving tho other
lembers in the lurch to take care of
ieir measures as best they can. It is
nfair anil UDjnst, and I think the pnb-
c ought to know who these absen
ts are, except in eases where absence
due to providential cause, whicb, of
lurse, makes it excusable.”
Will Reopen the Case.
Chattanooga, Tenn., Dec. 14.—The
Chattanooga chamber of commerce
has decided to reopen the action be
fore the interstate commerce commis
sion against the various railroads en
tering the city from the east for al
leged discriminations against Chat
tanooga in favor of Nashville and
other rival cities In freight rates from
the east. The case was dismissed by
the United States supreme court on a
technicality, but can be reopened for
hearing on its merits.
Rice Permanent Administrator.
Houston, Dec. 14.—H. Baldwin Rice,
who has been temporary administra
tor, has filed a bond of $1,000,000 in
the probate court of Harris county and
has been given letters of administra
tion as permanent administrator of
the estate of William M. Rice, the mil
lionaire whom Patrick is accused of
having murdered. Mr. Rice is a noph
ew of the dead man. The estate in
Texas is valued at $4,000,000.
CONGRESSMAN LEWIS.
on. E. B. Lewis, onr popular con-
ssman, is again on the banking and
rency committee and is considered
of the best posted men in the
se on all financial and important

THE
Action Dismissed.
Edinburgh. Dec. 10.—The court oi
sessions today dismissed the actioi
brought by the Spanish minister of
marine against the Clyde Bank i
pany for £75,500 damages owing to
delay in the delivery of four torpedo
boat destroyers, which, 1t was claimed,
were required for the Spanish-Ameri-
can war, but were no. delivered within
the contract time. The ruling of the
court of sessions reverses the deci
sion of the* lower court, the sessions
court holding that as the contraefwas
made with a state which was a mon
archy, the monarch alone could make
a claim.
