,Siemens, Georgia’s worthy and able
commissioner of agriculture, will hear
with pleasure that he is fast recovering
from the recent terrible shake up re
ceived in the wreck on the Somhern
lUilway. Commissioner Stevens is
• .cry popular in Sumter sad surrounJ-
ing counties, and now that he has op
^ositionforthe high office which he has
so creditably and acceptably tilled, it
behooves his friends to be on the alert
and see that he is elected by even a
larger vote than he won by before, for
no man has ever been more arduous
and faithful in the every discharge of
duty for the best interests of the entire
people than has Mr. Stevens.

cultural department of the s'ate, has

highest possibilities, fur Mr. Stevens
is a practical farmer as well as one of
the best and most successful business

tles him to a vote of thanks from every
farmer and business man in the state.
It comprises a vast Ideal of valuable
data which must be of great aid to the
practical and business-like man in
every branch of trade.
Mr. Stevens has conducted tbe affairs
of the agricultural department upon
tbe highest plane, and it wonld be a
calamity to defeat such a wise, con
servafive and able commissioner of ag
riculture as he has made. However,
there is no danger of this, for bis
friends are rallying to him from every
section of tbe state, and tbe fact that he
has been disabled, and must necessa
rily suffer some inconvenience from
his recent severe injaries for some
time to come, will only make his host
of supporters aud ardent admirers all
the more active in his beha'f.
Commissioner Stevens will surely
succeed himself. %

General William Smith Says It Is Only
a Question of a Very Few Years

The owners of property of every
character in this state will be required
to pay taxes on the property owned by
them on March 1st, of this year, as
this is the day that has been set for tbe
return of property for taxation this
year. The date was tixed by tdb gov
ernor, comptroller-general and state
treasurer, The law requires them to
name the date, and they have selected
March 1st. Last year tbe date tixed
was March 15tn, or 2!t:nn days later
than this year.
Chicago, March 15.—"The steel
frame work in many of the big,build
ings in the business district of Chi
cago Is corroding, making them very
dangerous. It is only a question of
few years when these buildings w
fall to the ground.”
This statement was made by Gen
eral William Sooy Smith at the thirty,
fifth annual dinner of the Chicago real
estate board. He added: "That the
steel frame work of some of the sky
scrapers is In the condition stated
nothing short of a public outrage.
The speaker explained that his state
ments were based on personal obser
vations and investigations.
"The steel frame work imbedded In
concrete will last 2,oi«i years,” fie said,
'hut the steel frame work in many of
the big buildings Is left free to the
action of the air ami gases which cir
culate through the tile and a s
about the cteel.

The speaker said that,the elevated
road structures would not withstand
the corrosion. He asserted that with

and within 20 years out of service

ness of the steel frame work of the
structures, he said, would render them
Incapable of bearing their own weight.

Grant, of Kalamazoo. has just heard
from his brother Alexander, whom he
has not seen for 50 years and who was
supposed to have been murdered by
the Ute Indians and Mormons in the
Mountain Meadow massacre.
The family lived at Clenyarv. Out.,

Route, Wins a Signal Victory—Han
na Attempted Further Delay.
Washington, March 13.—The Nicara
guan waterway has been given the ap
proval of the senate committee on isth
mian canals by a vote of 7 to 4.
The action of the committee was
I made known late yesterday afternoon
after the adjournment of a called ses
sion and came after a brief report by
Senator Morgan, chairman of the com
mittee, detailing tbe result of a confer
ence with Secretary Hay as to the
status of diplomatic negotiations with
the Central American republics con
cerning the canal. He stated that the
secretary had told him that there aro
no negotiations In progress between
the United 8tates and Colombia con
cerning the Panama route, and that
the new mlnlater^from that country
to this had not even presented creden
tials; but that on the other hand the
representatives of this country and
those of Nicaragua and Costa Rica bad
been in consultation and had practical
ly agreed upon all the points to be cov-
I ered in concession treaties, nothing
really being left in that connection but
| tbe agreements in writing.
He said that the government! of
I those two countries had manifested a
I disposition to make all the concessions
which the United States could ask to
I aid in .the construction of a canal, and
that among these concessions is one
I for perpetual right of way.
When the recitation of the report
I had been completed Senator Hanna
suggested that probably the Colombian
I minister had been detained by unto
ward clrcumstahces and suggested
I that action by the committee should
I be delayed until opportunity could be
I had to ascertain Colombia's position
| In the matter.
This suggestion was met with
I strong protest from the friends of the
I Nicaragua route and Senator Mitchell
moved to report the Hepburn bill as
I It passed the bouse Senator Klttredge
I moved to amend by posting action un
til next Monday, but bis motion waa
I voted down*-4 to 7. The question
then recurred on Senator Mitchell's
I motion, which was carried by the same
I vote, reversed. Some of the members
I of tbe committee were absent, but as
I their positions were understood their
I votes were counted. The vote for the
I Hepburn bill stood;
