Washington, March 15.—Senator
Clay, reporting the minority of the
senate committee on commerce, today
presented the report In opposition to
the pending ship subsidy bill. Most of
the points, have been covered
Speeches in the senate. The minority
deny the accuracy of both the predic
tions and the farts in tire majority
report. They urge tlmt the bill Is
wrong in principle and declare that It
will utterly fall in the accomplishment
of its professed objects. They also say
that while it Is not so complicated as
the subsidy hilt of the fifty-sixth con
gress. it is in some respects more ob
jectionable.
“The bill proposes to tax the whole
people the extent of several mil
lions for the benefit of one single in
dustry. Besides, the statistics of the
last few years prove that the ship
building Industry does not need such
special assistance, but is rapidly in
creasing under natural conditions.
They criticise the feature of the bill
which carries the subsidy for foreign
mails, and say:
"The highest rate of subsidy Is giv
cn to 20-knot vessels, while tile late
for tiie fast ocean mail steamers, 23
and 24 knots. already too high, is
made immensely^ higher. We pay for
a weekly service more than England
pays for a semi-weekly service by
faster ships than ours."

They further urge that the bill
makes no provisions against a shipping
trust and claim that It encourages a
combination leading to such a trust.
They also say:
“Tiie lines might also merge with
foreign lines to control freight and
passenger rates. Thereby our subsidy
will be aiding the foreign partners of
our subsidized vessels.*
The report closes by saying:
"We know that there are hundreds
and thousands of industries in our
country doing a losing business, but we
deny that congress for this reason can
go into the public treasury and save
them from bankruptcy. We sympa
thize with all men in the hard strug
gles of life, but it Is not the duty of
our government to interfere In the prl.
vate business affairs of the citizens.
We believe that all men should have
an equal and fair chance in the race
for wealth and happiness—every citi
zen should bear his share of the bur
dens of the government: one class
should never be the recipient of bene
fits not given to others. t Absolute
equality of rights Is a doctrine
should never abandon. The bill la
wrong In principle, unjust, vicious
pure class legislation."

Cleveland, O., March 15.—An explo
sion in the powder mixing department
of the Fairmount Manufacturing com
pany at 2294 Euclid avenue, early to
day resulted in the death of one girl
employe, while at least seven other
persons were seriously injured.
The dead:
Anna Fritz, 17 years old.
The Injured:
Miss Christine Smltzer, probably fa.
tally burned.
Miss Kittle Howard, will probably
die.
Frank Grosch, arm broken and body
bruised and burned.
Miss Augusta Allen, burned and In
jured by Jumping from second story
window.
Lenn Kort, back Injured In jumping
from secoud story window.
Mrs. Liza Cottlil, burned and
bruised.
Miss Helen Carey, jumped from sec
ond story window, back injured. .
The cause of the explosion Is not
known. The front of the two story
frame building was blown completely
out, anil the plant gutted by fire which
followed the explosion. The company
manufactures railroad torpedoes. The
pecuniary loss will not exceed $10,-
000.
About three weeks ago ap explosion
similar to the one of today-, although
of considerably less force, occurred at
the torpedo factory.
At that time no one was hurt by the
explosion, but several girls jumped
from the windows.

Christian Nelson Arrested at 8an An
tonio Charged With Bigamy.
San Antonio, Tex., March 15.—Up-
oil the complaint of his alleged eighth
wife, formerly Mrs. Mary A. Parker,
of Plattsburg, Mo., Christian C. Nel
son, nlias Captain A. N. Freeland, alias
John Anderson, alias Nelson Porter,
has been arrested here at a hotel
while In company with his alleged
ninth wife, formerly Mrs. E. Milburn,
whom he married at Ft. Scott,- Kans.,
two weeks ago.
Nelson admits that he is wanted in
several states, and it Is charged that
he has undivorced wives In Los Ange
les, Cai.: Portland. Or.; Plattsburg,
Mo.; Fort Scott, Kans.; Salt Lake
City, Utah; St. Paul, Minn., and other
points. He is about 45 years old, rath
er good looking, well dressed and
speaks with a slight German accent

selves as they always do In Quebec,
where they are frequent visitors. They-
drive and walk ahd entertain tbeif
friends and appear to trouble them
selves very little about the newspaper
stories or indictments.
This confidence undoubtedly result* '
from a belief on the part of Gaynor
and Greene that they cannot be extra- '
dieted for the offense charged against
them—to-wlt, conspiracy to defraud
the United States government. It Is
declared by lawyers here that Canada
soil offers a safe asylum to even prov
ed conpslrators of this type, tbe of
fense being outside the list of crimes
covered by the extradition treaty.
If this contention holds, the United
Btates government would have no re
course in its pursuit of tbe fugitives
save an appeal to international comity.
A simple request for the surrender of
Indicted criminals, not extradictable,
might be granted out of mere good
will. Apparently, however, Messrs.
Gaynor and Greene believe they have
little to fear if such a request is made
of the Canadian government in their
case.
