How "Cure" Was Administered to a
Presidents—Says Captain Glenn, of
the Regulars. Gave Order for This
Punishment.
Washington. April 17.—Edward
Davis, of Grennfleld. Mass., who was
& sergeant of company M. Fourth vol
unteer infantry, was before the senate
committee on the Philippines commit
tee today.
He was present in the convent at
Igbaras Nor. 27. 1900. when the “water
cure was administered to the presl-
dente of the town of Igharas. as tes
tified to by Sergeant Riley and Pri
vate Smith and related the Incidents
conneeeted therewith.
He was sworn before being exam
ined and questioned by Senator Raw
lins. He stroke of the arrival of the
regulars under the <a>mmand of Cap
tain Glenn. He said that tinder or
ders from Captain Glenn he. with
squad, had taken the presidenfe into
custody on Nov. 27 and had escorted
them to the convent where the “cure
was administered.
He repeated the story of the torture
of the presidente. adding some details.
The man was. he said, aitout to years
old. When he was taken into the con
vent he was asked to give information
a? to whether runners had been sent
out to notify the insurgents of the a
rival of the scouts in town. Refus
ing to do this, the “water detail," eon
eisting of two privates of the Eigh
teenth Infantry, was ordered by Cap-
tain Glenn to strip him. The man's
clothing was removed and his hands
tied behind him, when the cure was
administered.
“He was then." the witness said,
“taken to the watwer tank and thrown
upon his back and while an Interpre
ter stood over him a stream of water
was directed Into liis mouth, which
was held open." \

Continuing the witness said that the
victim was filled with water, amt then
the members of the detail would force
it out of him by rolling their fists over
bis stomach, and that the process was
kept up for about ten minutes. Ho de
scribed the second application of the
cure as previously testified by Ser
geant Riley. He said Captain Glenn
and Lieutenant Conger were not prea
ant when It occurred.
Mr. Davis said In reply to questions
as to the physical effect of the pro
cess that the man "squealed” terribly
and that his eyes were bloody, but
that the next day lie was able to mount
bla horse an™ lead the scouts to the
mountains. Afterwards, he said, he
was taken to Iloilo and put In prison.
He also repeated the statement that
two police officers of the town of Ig
haras had been subjected to the water
cure.
“There was." he added, "also a na
tive schoolteacher there who was mal
treated at the same time, but the wa
ter cure was not administered to hint.
He was Uken into one of the back
rooms of the convent by Dr. Lyons,
who secured the Information he want
ed from him by placing two Colts re
volvcrs to bis head, thus rendering It
unnecessary to use the cure."

Mr. Davis gave the d-tails of the
burning of the town of Ighara, which,
h? said, contained about 11,000 people,
hut po business places. All except
about! 15 houses were destroyed and
men, women and children were forced

"To Lieutenant Conger. He told the
lieutenant to burn tlie town."

"I did."

He stated In reply to questions that
the torture In all the Instances men
tioned had been conducted by the reg
ular soldiers and that they had not
been participated In by tho members
of his regiment, the Twenty-sixth vol
unteers.
“My orders were," lie said, “to treat
natives kindly, and so far as I observ
ed the soldiers generally so treated
them, with the exceptions mentioned.'
He added that the presidente had
been a traitor to tho American cause,
and that the other natives did not
generally have a«y sympathy for him.

earthquakes have occurred at Shams-
ka, Trans-Caucassla, during the night
of April 17, causing a panic among the
Inhabitants who escaped the recent
visitations. Earthquake shocks were
also felt In the district of Ferghana.
