The appoint ment has been “hanging fire” for some time, doubtless doe to the pressure other business on the part of the Presi dent. It was Jknown that Assistant Postmaster Mitchell had the strongest indorsements possible for the office, and it was generally supposed that the appointment would be given him onetime. And this [may still bo the result, though it is not known what efieot this latest entry may have upon the situation, if any. There were many signatnres attached to the peti tion yesterday asking the appointment of Mr. Wetteroth, * ~ f Goes like Hot Cakes. PENSIONS TO DESERVING ONLY Favors Taxing ;AII Franchises, and Wants a Now Constitution For the State—A Brief Synopays of the Gov ernor's Messago. THE CITY IS GOING TO HAVEHOT TIME In Contest [For Offices November. FULL RACE TRACK OF RUNNERS A synopsis of the lengthy bnt very able message of Governor Candler, transmitted to the Legislature, is here in given and covers all points of inter est It was the governor's last letter, and a Tery[able state paper. The state is congratulated upon the absence of scourge and pestilence and upon the fact that money for legiti mate enterprises has been abundant. There have|been no labor troubles and the volume [of [property returned for tixation has increased. The state debt is being (reduced and state institutions ue in good shape. The borrowing of money to pay aebool tcachersjjand new pensioners alone keptlthe [receipts for the year from going ahead of the state’s expen ditures. All appropriations made by the last legialatnre have been met and the state tax rate has been[decreased.[ The eolleges>nd institutions to which the state contributes its shue for their support ue in splendid shape. The soldiers’ home, which waB burn ed, has been rebuilt, and is again oc cupied by the needy yeterans. UThe pension roll of the state the governor considers Jtoo large. There ue many on the roll who should not be there. The disposition of misdemeanor con victs nnder the present law Governor Candler [thinks is satisfactory. The farming ont process indulged in by some of the counties,[he says, is done only by an unwarranted stretch of the law. He suggests a remedy for this evil at considerable length, [calling, among other reforms, for the abolition of the fee system of paying judges and soli citors. The faots leading np to the failure to build [a union depot in Atlanta are given. Tbe urgent need of an inebriate asy lum and ,a juvenile reform school in the state is called[attentlon to. A constitutional convention is nrged so that the constitution can be changed to restrict the" eleetive franchise, con trol the trusts,[and a better and safer method of eeleotlng judicial officers be devised. The taxation of railroad property in the state so [that all companies will beu their fall value of taxation Is nrg ed. “The[taxatlon of railroad [ pro perty in different classes Is deplored. Tbe taxation should be as a unit and tbe property should not be divided and eepuately given in to the authorities. The taxation of franchises is strong ly recommended. The governor can eee no reuon why the owners of vain able [franchises should not pay for them. The preservation of the state reeorde asked, and it is suggested that the state make an[exhlbit atthe St. Louis exposition. For Every Office From Mayor to City Clerk There Will Be a Full Field Campaign of One Month Will Brittle With Incidents.
