Professor Asser, Dutch Jurlat, De cides Claims of Americans Against ' Russian Government For 8cizure of Certain Vessels. The Hague, Nov. 29.—Professor As* ser, the Dutch jurist, who has been arbitrating the claims of American sealers, for the sclzuro of their vessels by the Russian government about 10 years ago, has delivered his award in favor of tha United States. He ap praises the damages In the case of the American schooner C. H. White at $32,444; In tho case of the James Hamilton Lewis at $28,588; tho Kate and Anna at $1,488 and tho Capo Horn Pigeon at $38,750. Professor Assor delivered his Judg ment In tha arbitration court In the presence of tho representatives of the United States and Russia and others. Including the foreign minister of the Netherlands, Dr. Van Lyndenar. In givln? his reasons for the award Professor Asser held that the schoon er C. B. White was seized outsldo Rus sian territorial waters and that the Russian contention that a warship ot one nation was ontltlcd to pursue be yond the boundaries of Its territorial seas a ship of another nation was gull, ty of Illegal action wlthfn these waters, was untenable. The arbitra tor declared that the Jurisdiction of the state could not extend beyond its territorial waters, except by special treaty. The seizure and confiscation of the C. H. White and the imprison ment of her crew was, therefore, llls- gal, and* Russia was condemned to pay the C. H. White $32,444, with interest at S per cent. Tho dlspte was the subject of pro- traded negotiations, resulting In an agreemnt In 1900 between Count I-amsdorlT, minister of foreign af- d vt.-wt ii n. Pierce, United States charge d’af- tunes, ct. r-eiuisbu.s, utsisna,.*.g 1-ro- fessor Asser, a member of the council of state of the Netherlands, an arbi trator. Professor Asser decided June SO, 1902, that tho average catch for the basis of which demands should be awarded, which was exadly the con tention advanced by .Mr. Pierce, who was tho advocato for tho United States government. The decision carried with It the opinion of the court that Russia must pay damages and only left for further argument tho sum duo In such case. PARMER'S TRAGIC DEATH. He died a few hours after. Mr. Snooks had been blollng sirup for some weeks and was superintend ing tho operation when the accident occurred which cost him his llfo. Tho sirup plant consisted of two pots, mounted on a brick foundation, under which tho lire was built. When he was reach ed by members of his faThlly and oth- al- ers, ho was lying with his body most completely covered by the boil ing sirup. His. head and legs were on either side of the pot, but his trunk was enveloped by tho seething liquid. Unconsciousness soon came to mako him oblivious to the terrible agony ho at first endured. The man was lifted from the pot and carried to his residence where ovory effort was made to prevent tho dissolution that oven thon was seen to be approaching. Before the end he was conscious and explained be tween gasps of agony the manner which the accident had occurred. He had slipped, he explained, and fallen backward Into the pot. Mr. Snooks was a descendant of the old Sallsburgers. He served In the cavalry corps of tho confederate army during the war between the states and was a member of the United Con federate Veterans.
