London, Dec. 20.—Tho olllclal procla mation of the blockade of Venezuelan Ports was gazetted this nlbrnlng, and becomes effective today. The text of the proclamation Is os follows: -j " Foreign Office, Dec. 20, 1002: *It is hereby notified that its tho United States of Venezuela have failed to comply with the demands of his maj esty’s government, a blockade by his majesty’s naval forces of the ports of LaGuayra, Cairenoyo Gaentz and Caru- pano and the mouths of the Orinoco is declared and such a blockade will bo effectively maintained from and af ter Dec. 20, subject to the allowance Df the following days of grace: "For vessels sailing before the date of this notification from West Indian ports nnd ports on the east coast of the continent of America. 10 days f.r steamers and 20 Cijc far sailing ves sels. 'From all other ports 20 days for steamers and 40 days for sailing ves sels. 'For vessels lying In the ports now declared to be blockaded, 15 days. “Vessels which attempt the block ade will render themselves liable to all measures authorized by tho law of nations and by the respective treat ies between his majesty and the dlf- ferent neutral powers.” New York. C.. Dec. 19.—News has been received Jiero of the robbery of tho bank at MuQIns, 8. C., nt an early hour this morning. The robbers got away with $6,000 in cash and some valuable papers. The vault door was bored and dynamited, thereby effecting an entrance. Bank papers and silver were found scatter ed over the floor. ’ There Is practically no clew to the robber*. Efforts to get bloodhounds on the tracks were fruitless. The loss is covered by burglary in surance. Luckily, there was leas money In the bank than at any time In months owing to heavy tobacco and cotton checks of the day before. Citizens of Mullins are much exclt ed.
