HIS HOME TOWN.
Next to a man’s family and business
nothing should stand dearer to a man
heart than tho community in which he
lives. It is his home. It is the place
in which he earns his competence and
educates bis children. If ho wants to
mako it as popular, as thrifty and
widely known as possible, ho cannot
aflord to bo indifferent to anything
that will further theso onds. It can be
said that a town that is not worthy of
the devotion of its citizens in making
it widely and generally prosperous is a
town in which it is not worth whilo to
live at all. If a town is worth any
thing it is worthy of our greatest ener
gy, whether wo receivo an immediate
dividend in dollars and cents or wheth
er wo merely take onr sharo of the
common l-cnclits accorded our homo
town.

It has been flippantly saiil by many
that the democratic party has no man

Bad Conditions Reported In

A NUMBER FEAR TO TESTIFY.
Claimed that Insane Patients Were
Beat, Choked and Placed Under Cold
Water Dripi—Bruieee of Patients
Shown as Proof of Testimony.
Louisville, April 11.—Aa tho result
of the Investigation into charges of al
leged cruelty on the part of the at
tendants of the Lakeland Insane asy
lum, situated about 11 miles from this
city, some disclosures of a startling
nature have been made. A number ol
patients have testified before the in
vestigating committee that they have
beep the victim of acts of cruelty
end some of the witnesses state that
they feared to tell all they know on
account of the fact that they would
suffer at tho hands of tho attendants
at the close of tho examination.
According to the testimony of sev
eral witnesses, one of the favorite
forms of punishment for slight Infrac
tions of rules on tho part of the pa
tients was a beating with a sbingshot
formed of a sock In which a potato or
some other hard vegetable bad been
placed.
Some of the patients declared they
had frequently been choked. One had
been taken into tho back room and
tied to a chair, an attendant following
with a leather belt. Tho witness who
told this story did not know what bad
occurred In the back room, however.
Bruises on the breast and legs of
one of the patients was shown os proof
that he had been kicked by tho at
tendants, and It was developed that
shower baths were also used as a
means of punishment, the patients be
ing held wbllo cold water was allowed
to drip on them. Two attendants af
ter bel-ng closely questioned admitted
that they had kicked and choked pa
tients, but stated that they had been
forced to do so In self-defense, as they
bad been attacked. -

Lower Mlseiiiippl.
New Orleans, April 11.—The river
crept up a tenth of a foot In 24 hours
registering exactly 20 fu»t today.
HciKvrts from above aro generally
of slight declines. Advices from Hoi-
lybrook say that with a fall 9f 6 feet
water will cease to flow through the
crevasse at that point. The V. S. and
P. road 1 still manages to keep Its train
service, though tho large forces of men
ore employed in protecting bridges and
culverts. The flood Is rising very slow
ly In the Tensas swamp, showing that
the Inflow scarcely exceed* the out
flow. The water Is encroaching on
tho flchls of the Tallulah, but all in
dications point to Insignificant damage
In comparison with that wrought by
the Wyly crevasse. No work be
yond sacking the wings was done to
day at Hymella. The Scwall brothers
havo visited the crevasse and' express
ed the opinion that they can close It
but the driving of sheet piling ha. not
yet begun.
