Washington, July 3G.—The Manchu
rian question has been settled satis
factorily to this morning.
Assurancos havo been received from
the Chinese government that it will,
In the near future, open as treaty
ports now closed to the world’s traffic.
The Russian government has con
veyed formal assurance to the Unit
ed States government that it will not
In any way oppose such opening.
While the ports to be opened are
not yet specified, it is gathered from
the communications received that they
are Moukdes, the principal inland port
of Manchuria, and Ta Tung Mao, at
the mouth of the Yalu river.
The state department is highly grat
ified at this outcome, feeling that it
has secured not only for American
commerce, but for the commerce of
the world at largo, a very substan
tial gain.
It now develops that the meeting
of the Russian officials at Port Ar
thur just concluded was but one of
the steps though an important one.
Which tho St. Petersburg government
had planned In execution of its pur
pose to place matters of Internal ad
ministration In Manchuria in such a
condition that tho ports desired by the
United States and Japan could be
opened to trade without causing dis
turbance or Involving undue sacrifice
of Russian Interests. It already has
been reported that much of the fric
tion that had grown out of the Man
churian question was caused by a sort
of triple yet Independent administra
tion of affairs In Manchuria by repre
sentatives of the dtffereat branches of
the Russian government. The result
was that one official would oot feel
bound to be bound by the pledges of
other nations. It is understood that
following the Port Arthur conference,
■ compact and responsible direction
of affairs has been arranged for and
ordered issued from St. Petersburg
and are certain to meet with speedy
and exact compliance.
Although no set time Is mentioned
In the.premise to open tho ports. It
is believed that this will follow soon
after the Russian evacuation In Sep
tember.
Washington. July IS.—It is now
known that the Manchurian negotia
tions which terminated so successful-
ly today so far as broad lines are
concerned, for only details remain to
be adjudicated, were practically
brought to their present phase by Sec
retary Hay and Count Cassini, at a
meeting at the Russian embassy on
June 20, the day before tho secretary
departed for Newport, for tho am
bassador then had in hand the neces
sary authorisation from his own gov
ernment to make the pledges v.-hieh
are now in process or redemption.
The pledges were reduced to writ
ing by Mr. Hanson, the Russian charge
dUTlng his call at the state department
today. It now remains for Mr. Con-
gei to define In the trade treaty which
be Is negotiating with China the terms
and conditions under which the new
ports are to be opened. It may be
stated that had .the United States gov
ernment cared to pursue a selfish pol
icy In this matter It might easily have
secured promises of special provisions
from Russia, hut Secretary Hay has
held to the broader doctrine of the
open door In Manchuria for the whole
world.
Respecting the two ports mentioned
as likely to be opened, namoly, Mouk-
' den and Ta Tung Kao, it may be said
that both politically and from a trade
point of vlow, the latter port Is not'to
prove to the more important, altough
the place Is now so little known that
the name is not to bo found on any of
the best charts. It lies on the right
bank of the Yalu river no far fromdts
mouth and close to it is the Korean
town of Weju, an important trade cen
ter which undoubtedly will prove trib
utary to the new port. At present
Ta TungKao does not amount to much
but a rapid development Is looked for
after It becomes a treaty port. At
first the United States government
tried to have Taku Khar made the
open port In this part of Manchuria,
but the Japanese favored Ta Tung
Kao and the United States abandoned
Takusha in favor of the Ta Tung Kao
as it Is open the year round while
T&kushkn is bound by ice during sev
eral winter months. Houkden is at
the head of navigation on Lia% river,
and la the point for which caravans
start through Manchuria and Sibe
ria. It Is at present the largest mar
ket In Manchuria and next to New
Cbwang.

Hamilton, O., July 16.—Alfred
Knapp was convicted of murder in the
first degree for the murder of his wife,
Hannah Goddard Knapp, by Judge
Bclden’s Jury here today.
Tho verdict was reported at 7:30 i
o’clock, the jury having been out since
5 o’clock last night.
To the surprise of everybody there
was no recommendation of mercy, and
the famous criminal must go to the
electric chair. The Jury stood ten
for conviction without mercy and
two for conviction with mercy, being
unanimous for guilt.
When Knapp was brought Into court
by Sheriff Bisdorf when the verdict
was returned convicting him without
recommendation, of mercy, he did not
rhow any sign of emotion or make
Rny comment. Knapp was taken to
Jail at once and Sheriff Bisdorf will
aliow.no outsiders to see him.
The result of tho trial is accepted
with great satisfaction by the pub
lic, as hope of a conviction became
low when the Jury remained out so
ieng. Knapp's mother and sister
were much affected when they heard
the verdict.
The flve cases to which Knapp con.
fessed Feb 26 to officials here are as
follows:
Irma Littleman, killed in a lumber
yard at Cincinnati, June 21, 1894.
May Eckert, murdered in room on
Walnut street, Cfnolnnatl, Aug. 1,
1894.
Jennie Knapp, thrown into canal at
Liberty street, Cincinnati, Aug. 7,1894.
Ida Oebbard, strangled at Indianap
olis, July, 1895.
Hannah Knapp, murdered at Hamil
ton, Doc. 22, 1902, and thrown into
the Miami liver at Llndenwald; tho
body found in Ohio, opposite Usuis-
ville.
No visitors are allowed to see Knapp
today. Three hours after convtc-
lion, Knapp said.:

Canadian Government Will Send Party
to Hudson Bay.
St. Johns, N. F„ July 17.—The Ca
nadian government has chartered the
New Foundland sealing steamer Nep
tune to convey a scientific expedition
to Hudson bay.
The expedition will winter in Ches
terfield inlet. Its object is to de
termine the availability of the region
for a Canadian grain route. The
scientific pa-rty Is composed of Cana
dians. The ship will also enforce the
Canadian customs laws against Amcr.
lean whalers who are operating in fhe
Hudson bay. This is the second seal
ship chartered within a month, the
British admiralty securing the Terr*
Nova to convey a relter expedition to
the antarctic steamer Discovery.
