Chicago, Sept. 3.—John Temple
Graves, of Georgia, delivered aa ad
dress on "The Problem of the Races'’
this morning before the forty-eighth
convocation of the University of Chica
go. Ho said in pait:
"Separation of the races is the way
—the only way. If God hath made of
Che blood all the nations of the earth,
tie hath established unto them the
metes and bounds of their habitation.
He did not intend that opposite and an
tagonistic races should live together.
The prejudice of race is a pointing
of providence and the antagonism of
peoples is the fixed policy by which
God peoples the different portions of
the universe and establishes the in
dividuality of the nations. The act
that brought these people together on
this continent was a s.’n of t'm father's
—a sin of greed, an iniquity c? trade—
and the sorrow and suite-.ing of the
present is for the sin of the past—a
sin against nature and a sin against
God. The curse can he lifted only
when nature is vindicated, and Goi
la obeyed. The problem will be
solved only when the negro is restored
to the "bounds of his habitation.”
It is neither impossible nor imprac
ticable. The elements are willing
and tho way is in Teach. This Is not
a day of Impossibilities. Tho hand of
the Almighty is steadily opening tho
way. It may be that the islands of
the sea are placed by providence in
our keeping to furnish an answer to
the problem of the time.
The south is neltherd cruel nor un
patriotic, and the north knowg it. The
north Is neither immovable nor vindic
tive, and the south knows it If either
of us is mistaken, and if both of us
are misunderstood, we are yet one
people and we must meet upon tho
plane of our brotherhood and our des
tiny.
I appeal for C&ucassian unity. I
appeal for the imperial destiny of our
mighty race, this is our country! We
made R- We moulded it We control
it, and we always will! We have
done things, we have mighty things to
do yet The negro is an accident—
an unwilling, a blameless but an un
wholesome, unwelcome, helpless, un-
assimilable element in our civilization.
He is not made for out times. He is
no! framed to share in tho destiny
which he perplexes an beclouds. Let
us put him kindly and humanely out
of (the way. Let us give him a bet
ter chance than he has ever had in
history and let us have done with him.
Let us solve this problem—frankly,
fearlessly, nobly and speedily. Let
us put it behind us. Let us purify our
politics of the pcrpelxity. Let us
liberate the south to rote and to think
like free men upon the mighty issues
of the times.
MURDER MOST FOUL.
Ben Stroupe, Fulton County Farmer,
Slain In Hla Field.
Atlanta, Sept. 4.—The murder of
Ben Stroupe, near Dunwody, in thia
county, Wednesday afternoon, was one
of the most cold-blooded assassinations
that ever occurred In this section of
the state.
Stroupe, who was a quiet and peace
able man, was In bis ooro field pull-
tag fodder when two men slipped up
behind him and shot him cine times
with 38-caHber pistols. Eight oi the
•hots were fired from the rear and
only one bullet struck blm in the front
of the body. \
It Is believed the murder \grew out
of negroes trying to steal pears from
Stroupe's orchard.
The terrible tragedy was followed
by a most heartrending scene when
the young wife discovered her hus
band's dead body. She was found sit
ting on the top of a rail fence gazing
down upon the body in a frenzy bor
dering onto madness.
The whole neighborhood Is aroused
and Coroner Stamps says that if the
murderers are caught the people will
snake short work of them. Posses ol
citizens have been organized and the
woods searched In every direction.
TO PROTECT AMERICAN GIRLS.
Police In Plain Clothes Will Patrol
Street of Berlin.
Berlin, Sept 6.—The ministry of ths
interior has directed tho police here
to organize special police In plain
clothes to protect the American girls
from attentions of men on the streets.
These daylight insults are probably
practiced more in Berlin than in any
other continental city and the press
for a njonth past has been urging the
authorities to adopt measure^ la
able women to do their shopping at
midday without being exposod to in-
ill suit.

Birmingham, Ala., Sept. 4.—Four
convicts were shot at 'Pratt mines pris
on at 1 o’clock this morning in an. at
tempt to escape, the wounded men be
ing Tom Fay, shot In the leg; John
Brewer, ^bunded ln back; Richard Kin-
nebrook, shot ln abdomen and kid
neys, and Thomas Melzin, wounded to
the shoulder.
Brewer a.nd Klnnebrook will proba-'
bly die.
All are white, and were serving
terms ranging from two to twenty
years.
They had secured a quantity oi
djrnamite and blew an opening in one
end of the prison. They ran through
this and hurled sticks of dynamite at
the guards. The latter opened fire
with their winchesters and succeeded
ln preventing what might have been a
wholesale delivery.
J. H. Emery, of Pike county, serving
20 years, was the only one to escape.
The crowd was led by Tom Fay.
who was the youngest member of the

GASLIGHT COMPANY ENJOINED.
Alleged Imposition Upon People of
St. Louis.
St. Louis, Sept. 4.—Injunction pro
ceedings Instituted todsy by. Attorney
General Crow before Judge Taylor, oi
the circuit court, reveal an apparent
attempt on the part of the LaClede
Gas Light company to regulate and
control prices of gas ranges manufac
tured and sold ln St. Louis. The La
Clede Gas company was recently sold
to the North American company oi
Philadelphia which Is capitalized at
*60.000,080.
The petition for an injunction
charges that the LaClede Gaslight com
pany served notice on all St. Louis
manufacturers to the effect that their
ranges would have to be sold at a'
certain price or the gas company
would refuse to make connections free
of charge.
In discussing the proceedings At
torney General Crow said:
"The restraining order we seek Is
nothing mure than an effort to stop a
powerful monopoly from Imposing up
on the people of St. Louis. The
scheme of tho gas company Is to in
duce the manufacturesr to sell ranges
of Inferior quality which would cost
the consumer In gas bills 80 per cent
more than he now pays."
Descendant Major Adre Dead, t
St. Joseph. M\., Sept 4.—Samuel
Jacobs, a lineal descendant of Major
Andre, of Revolutionary fame, is dead
at his home here, aged 82. Ho was
a civil engineer and surveyor, and sup
veyod the route of the Ohlcago, Bur
lington and Quincy road across ths
stato of Iowa. He also was one of ths
promoters of the Kansas City, St. Jo
seph and Council Bluffs railroad from
Council Bluffs to Kansas City.
. Old River Editor Expires.
Louisville, Sept. 4.—Colonel Thomas
Mall, a veteran steamboat man and
one of the best known river editors in
the south, died suddenly at his home
this morning of heart failure. Colo
nel Mall was 63 years old, a confed
erate veteran and for many years had
been in charge of the river column of
The Lonlsville Post.
