Death Penalty for Asaault.
Chicago, Jhn. 16.—The death pen
alty for criminal assaults on womeu
and girls was demanded of teh legisla
ture by the Chicago city council,
which had been recommended by the
committee on dtate legislation. The
resolution also provides a penalty of
life Imprisonment for cases of at
tempted assault.

Bryant, a young white man of the

Woman Killed by Train. '
Birmingham, Aia., Jan. 14. After
having spent Sunday with relatives at
Bast Lake, a suburb, J. A. Baker,
wife and two children, one a baby In
the mother's arms, were hurrying to
the union depot early Monday morning
to catch a train to Henryellen, Ala.
Thev had left an East Lake electric
train at First avenue and Twentieth
street, and were waiting for it to
clear the crossing. As the trailer
of the train rushed past it split the
switch, turned sharply on a diverging
track on which Mrs. Baker stood and
ground her to death before the eyes
of her husband and children. Her
baby, which she carried In her arms,
was run over also, but escaped fata!
Injury.
Boy Bitten by Mad Dog.
Eatonton, Ga., Jan. 15.—Emory
Speer Man'.ey, a bright young name
sake of Georgia’s well known Jurist,
and the 5-year-old son of Mr. and
Mrs John Manley, of this county,
who was severely bitten by a mad
dog Friday, have been carried to the
Pasteur Institute tn Atlanta Tor treat.

Atlanta, Jan. 16.—A. R. Mallory
an Inventor, shot and killed himself
Wednesday morning in the store ot
D. A. Winkle. He Is supposed to
have committed suicide while in a fit
ot temporary insanity, caused by til
health and study over Inventions.
Mr. Mallory was 52 years of age,
and leaves a wife and two children,
Howard Mallory and Miss Mrytie Mal
lory, both of whom are grown.
Shortly before 7 o'clock Wednesday
morning Mr. Mallory entered fhe
store, which is only a short distance
from his home. N. W. Winkle, a
brother of the proprietor, was pres
ent at the time. He spoke to Mr.
Mallory and asked:
“Is there anything we can do for
you today?”
"No; nothing now," he replied, at
the same time walking slowly toward
the rear of the store.
A moment later Mr. Winkle had oc
casion to go to the front door. While
on the sidewalk he was startled to
hear the report of a pistol In the
store. He turned hurriedly and saw

Wants a Bureau of Labor.
Columbia, S. C., Jan. 16.—Senator
Francis H. Weston, of Richland, has
a bill of wide scope establishing a de
partment of labor In connection with
the department of agriculture, com
merce and Immigration. This Is a
very sweeping measure. Mr. Wes
ton declares that I’t Is drawn after a
careful study of the laws of other
States, and that It is not at ail strin
gent in Its requirements of the corpor
ations. It Is Intended, he says, to
give effect to the child labor laws and
to protect the manufacturer who tries
to obey the law; It euacts the ten-
hour or sixty-hour bill; It provides for
Inspection of all manufacturing plants
and for their ventilation, etc.
Allegheny River On Rampage.
Pittsburg, Jan. 16.—Three hundred
feet of the west bank of the Alle
gheny river at Springdale, Pa., was
washed away during the night as a
result of the bursting of the govern
ment dam, and the erosion continues.
A large frame dwelling, known as the
Fornlff house, was carried down the
river, nine other dwellings and the
Heldenkamp Mirror company's plant
are In Imminent danger.

' Madrid, Jan. 14.—There was
gigantic anti-clerical demonstration at
Bilboa Sunday which was attended by
'some rioting. The government's en
ergetic precaution in holding the gar
rison In readiness prevented serious
disturbances.
Indications are that the ministry

forts for conciliation by the moderate
and advanced sections of the liberals
have been unsuccessful. The prin
cipal point at Issue Is the proposed

Cuxhaven, German, Jan. 14.—The
British ship Pengwern, Cautaln Wil
liams, from Taltal, Chile, Oct. 6, for
Falmouth, with a cargo ot Saltpeter,
grounded off Scharhorn, about ten
miles northwest of Cuxhaven. Twen
ty-tour men, comprising the crew,
were drowned and Iter cargo Is a total
loss. The tug Vulkan went to the
assistance of the steamer, and pass
ing closely to her, the crew of the
Pengwern threw a live dog and h bun
dle of clotbes aboard the tug, but
disregarded the appeals to Jump Into
the water that they might be rescued.
The Vulkan made repeated attempts to
reach the Pengwern, but a heavy sea
broke over her and she disappeared
from view.
Hal Dick Shot In Back.
Cheraw, 8. C., Jan. 16.—Mr. Hal
Dick, of Columbia, representing the
Royster Guano company, waa driving
from Chesterfield to Cheraw. Soon
after-leaving Chesterfield a negro man
shot at him with a small rifle. The
bullet went through the back of the
buggy and the top, which was down,
and lodged In Mr. Dick’s back, in
flicting a very slight flesh wound. Mr.
Dick drove back to Chesterfield and
reported to Sheriff Douglass, who put
Ms bloodhounds on the trail and cap
tured the negro. No one can account
for (he negro's conduct, as he did
not know Mr. Dick, or the negro dri
ver, and neither had spoken to him.

Delegations Has Angered Burton
and Friends, Who Won’t Allow the
Water Bill Mutilated.
Washington, Jan. 15.—If a scheme
which was formulated Monday Is suc
cessful, there wiU likely be no riv
ers and harbors appropriation this
year-.
Chicago and other middle west del
egations here In tbe interest of a 14-
toot waterway from the gulf to the
lakes, are trying to Inaugurate a
movement for putting their provisions
into the rivers and harbors bill, by
amendment on the floor of the house.
In other words, to go over Mr. Bur
ton’s head and the heade of the other
members of his committee-, to the
house.
Mr. Burton andiafl the members ot
tbe committee will resist this to the eg
uttermost, for the well established
principle of allowing the rivers and
harbors committee to determine these
matters Is considered a good- one, and
If the bill Is mutilated in this one
particular, It may be amended all
throughout, and rather than allow this
It is considered not unlikely that the
friends of Mr. Burton and of the prin
ciple which has prevailed, will cause
the whole bill to be killed.
