THE STRONGEST CONSTITUTION

Georgia fares handsomely in the
rivers and harbors appropriation
bill,reported by Committee to Con
gress yesterday. For maintaining
and continuing the improvement of
the Savannah harbor according to
plans of the board of engineers
*300,000 in addition to *700,000 is
made available to enable the
secretary of war to make contracts
for prosecuting the work after the
*300,000 has been exhausted. The
total appropriation amounts
*1,000,000. Instead of *400,000,
Brunswick is given *496,650. Of
this snm, *146,050 is immediately
available, and the secretary of war
is authorized to expend the balance
when this amount has been ex
hansted.
Cumberland Sound,Georgia, and
Florida is given *75,000 for im
provement and maintenance.
The Savannah river below An
gnsta is given *20,000 tor
maintenance and, in addition,
snrvey^of 30 miles below Angnsta
authorized with p view to
expending hundreds of thousands
of dollars on a system of locks and
dams. The river above Augusta
is given *3,000 for maintenance.
The Altamaba, Oconee and
Ocmnigee rivers are give *60,000
for maintenance, and *25,000 is
given the Ocmulgee, for improve
ment between Macon and Hawkin
sviile.
A survey ot the inside water
route between Savannah and
Fernandina, Fla., is authorized,
and thirty thousand dollars is
appropriated to improve and main
tain the present water routes
Thirty-iive thousand dollars . for
completing the improvement of
the Skidaway Narrows, Georgia,
is appropriated.
The Flint river is given twenty-
five thousands dollars. The Chat
tahoochee river, below Colnmbus,
gets onehnndredand fifty thousand
dollars. Fifty thousand dollars is
appropriated for the improvement
and maintenance of the Coosa river
Georgia and Alabama. The
Fernandina harbor gets one hun
dred and fifteen thousand dollars.
Georgia congressmen are well
pleased with the provisions of the
bill. In every instance the com
mittee made appropriations for
exceeding the amount recommen
ded by the government engineer.
“GEORGIA'S PROSPERITY’’
Uon. Hoke Smith, governor
elect, in a speech at the Technolo
gical School said Monday that he
intended in the future to devote
his time and energies to the prob
lems of Georgia and the South.
This, the GriftiuJNews thinks, ia
taken to mean that he will give np
his law practice, and also that he
has his eye on a United States sena-
torship.
What has it cost the country for
Spooner and Lodge and Tillman
and the rest of them to cuss and
discuss one another about the nig
ger company cutting up at Browns-
Tex.? It the niggers were put up
and sold the whole company would
not bring enough to pay the cost
bill.—Nashville American
Americus stands for additional
educational facilities as well as
railway enterprises and improved
public utilities. Note her agricul
tural college, and proposed addi
tional public school building to
cost *25,000.
In Americas on February 7th
the contract will be let for the
bnildings ot the Third district
agricultural college. Great inter
est is still centered in this splendid
educational enterprise among onr
citizens.
In may come to the pass, finally,
when the dignified United States
Senate will be compelled to refuse
admission to the Sooth Carolina
clown. Self respect and decency
may require this course.
In some of the big minstrel shows
dummies are’introduced to increase
the numerical size of the company.
There is still a chance for Senator
Tillman.
Under this very suggestive head
line, the Savannah Press well
says that “there is no better proof
of the prosperity of Georgia to
be found than is shown in the re
ports coming in from all sections
of liberal dividends on the part of
the country banks. Scattered all
over the state, located, in many
instances, in cross roads villages,
those financial institutions are
close to the mass of people and
have done an important work in
the building up o f the country
districts.’*
The fact, says ths Press, that
they are in position to largely in
crease their snrplnses and at the
same time give returns of eight to
fifteen percent to their stockhold
ers tells plainly the story of twelve
months of good business.
'A few years back the farmer
or merchant outside of the larger
towns was compelled to do his
banking through the cities. That
condition haspassed away. Nearly
every little town in Georgia has a
bank, and some of them two or
more. Their capital is inadequate
to meet the neighborhood de
mands; they are well managed,
they enjoy the confidence of the
people and they are destined to
share largely In the increasing
prosperity ot the state.
‘The increase in 'the banking
capital of Georgia in the last ten
years has been marvelous. If it
hail been concentrated in the few
chief cities its value as an agent of
progress and convenience wonld
have been much diminished. As
scattered over the entire
state, gathered in banks at hnn
(1 reds of points, its power for good
has been enormously broadened. In
no survey of the causes of out pres
ent prosperity can the existence of
the country banks be overlooked.

The Times-Recorder has upon
previous occasions urged the plant
ing of long staple cotton in this
section of the state, the fact hav
ing long since beeu demonstrated
tnat onr soil is well adapted to its
culture while the value is double
that of the short staple article. In
Savannah a day or two ago one
■bale of sea island cotton of nnnsnal
weight and fine quality sold for
*204. Of coarse the sea island cot
ton cannot be grown in its perfec-
tion at this distance from the coast
but there are other improved
varieties of long staple cotton that
are grown successfully here, yield
ing more lint per acre than the
ordinary short staple cotton and
bringing the producer a most re
munerative price. It is this care
ful selection of seed and improved
methods of onltivaticm that com
bine to make farming profitable,
and if Sumter’s farmers will inves
tigate thoroughly the subject of
long staple cotton, as some of them
have been doing to their great
satisfaction, cotton production here
will be fonnd far more profitable.
Georgia indeed fared well at tbe
hands of the river and harbors
committee, and millions of dollars
will be expended in the improve
ment of these great inland arteries
ot commerce.
The Americas Times-Recorder,
already one of the brat newspapers
in Georgia,is planning still further
improvements.—The Thomasville

dirge.’’ It seems to be identified
with South Carolina, rather than
Colorado.
The Savannah News wants to
