Seaboard’s President Thinks They Should Be Repre sented in Gabinet. “I believe the time haa come when congress should create a new cabinet position, and that It should be filled by a competent railroad man who should be known as secretary of transporta tion," says W. A. Garrett, president of the Seaboard. 'The great and Increasing demands of the public upon the railroads Is the main reaton»why*I advance this sug gestion at this time. "Such official should have great power over matters of transportation; should see that the roads give as good service as the oocaslon requires, and that they should also have the power of settling matters of this kind, and point ing out to the public the real 'situation as to the ability of roads to perform service at given rates and In general to establish a better understanding be tween the roads and the people. Such an official should be of a broad mind and one whom the public, gener allv, h»s confidence In. He could worn the railroads when they were exceeding thoir tights and In addition could, when (he occasion demanded It, cau tion the public as to when they were pushing the roads too hard. Discussing the proposed reduction in railroad rates Mr. Garrett said: "What the south and the entire country needs at this time is service. If this be true, then, how Is the the service to be main tained or even improved. Certainly not by cutting down the revenues of the roads, If this Is done I cannot .see how even the 'present service can be maintained." By resolution adopted, wellnigh unanimously, there being no opposing votes, the grand jury of Sumter county has requested the two members from Sumter In the General Assembly to introduce and have passed a bill in creasing the salary of Judge of the City Court of Americus to $2,500. This is in recognition If the Increas ing and arduous duties imposed upon the Judge of the City Court, the volume of business having grown vastly since the court was Instituted. The salary of tills 'office at present is only $1.200,wh!ch is far from commens urate with the duties Imposed. In Cordele, Albany and other cities small er than Americus the salary of Judge of the City Court is fixed at $2,500, while the volume'of business Is lighter than here. Four lengthy sessions of the City Court are held annually, while aside from this the court is open at all times for reeeiving’pleas of guilty and attend ing to other such business as may be required. And the compensation for such services, Is a great deal less than should be. The action ol the grand Jury yester day in requesting an Increase will, be generally approved and have the hearty support of Representatives Taylor and Dykes. The detailed plan is understood to provide for a re-classificatton of all carriers on a passenger basil. Under the present rules of the com mission the roads are divided Into three passenger classifications—A. B. and C. The new plan, it la said will provide a fourth class to be known as class D. If la said tbe scale of rates will vary from 2 cents per mile to 4 cents per mile, the minimum rate applying to only onqor two of the big trunk lines, probably the Atlanta and Weat Point and the Western and Atlantic. The other ratee, it to stated, will de pend In a measure upon the distance traveled. For instance, tickets for distances greater than 50 miles will be sold at cheaper rate per mile than tickets for less than 50 miles. On Thursday the Pieal- dent will speak at tbe unveiling of General Lawton,s statue at Indian apolis; on Friday he will address tbe Michigan legislature at Lansing In the morning and In the afternoon be will speak to tbe students of the agri cultural college there, followed by a reception at the station of' a delega tion from the association of Harvard clubs, after which tbe President will leave for Washington.
