WASHINGTON, D. C., Sept. 13.—
"The delegation that will be elected in
the primaries next March to represent
the State of New York In the next Re
publican national convention, in my
opinion , will be a Roosevelt delega
tion,” said John A. Stewart, of New
York City, president of the State
league of Republican clubs, at the
Arlington yesterday. Mr. Stewart re
cently made a postal card canvass of
the voters of the league of which he
is the head, in order to gauge senti
ment in the State. He has been largely
instrumental In calling the convention

the problems of the farms. > .
“By that I mean it will be controll
ed by the President,” ho continued,
“Just as for many years the delegates
were at the disposal of Senator Platt.
Should Roosevelt consent to again be
come a candidate, they will vote sol

of the State of Now York are with the
President as much as they ever were,
i cannot say that he is more popular,
because it does not seem to me that
could be more popular among the
mass of the people of the State than
he has been. However, if he is
in the race, the delegation will be fav
orabie to some one who would carry
out his policies.
"It looks now as though there would
be several Cortelyou delegates. Some
will be for Taft, some for Hughes, and
still others for Cannon. I do not think
the delegates will be Instructed for
any candidate, but it is certain that
they will all be favorable to Mr.
Roosevelt.
"As for what New Y'ork wants
the platform, X have yet to meet
voter in the State who does not be.
lieve that the tariff ought to be revis
ed, and who does not believe that
plank favoring it should be incorpor
ated in the platform of the Republican
party.”
'Are you a Hughes man?” was
asked.
This question rather nettled Mr.
Stewart. "There has been altogether
too much talk about the man and not
enough about the party,” he declared.
‘No one man Bhould consider himself
above the party organization, that
instrumentality without which he can
not be successful In pushing bis poll
tics. I do not mean the machine
organization, but the party, composed
of 650,000 Republicans In the State of
New York. We must disintegrate, un
less we work In elections for the com
mon good of the party and the prin
ciples it represents.”
