This Only Country Not Want ina Territory. of The SHANGHAI, October 12.-~(Spec ial)—The comment of the Chinese press, officials, and people on the visit to Shanghai of Secretary War Taft Is most enthusiastic, reports published In the newspapers of this city on the subject have been telegraphed to all parts of China. The general feeling of the Chinese on the utterances of Mr. Taft may be summarized as follows: “The United States will not sell the Philippine Islands, an assurance which Is welcomed, as It means that there will be no extension of Japanese In, fiuences, and a continuance of Amer ican influence In the far east "The Chinese desire to Interpret Mr. Taft’s statement reiterating that the United States favors the open-door policy In China as being unofficial, but at the same time, made on high authority, and Indicating that the United States will support China, and maintain the policy In Manchuria, the only place where the open-door Is threatened. “The enthusiastic welcome accord ed to Mr. Taft here atones for the boycott of American goods and de monstrates Chinese friendship for America. 1 “The assurances given in regard to fair treatment of the emigration question are accepted in good faith. “China trusts in the United States and believes In her as a true friend.” The Chinese consider the United States to be the vnl> power not wanting to annex part cf the terri tory of China, and os being disinter estedly concerned In China’s welfare It is regarded as assured that the utterances of Mr. Taft will give Am erican business men In China re newed confidence to push the lines of trades In which th- United States is Interested. BERLIN, October 12.—(Special.)— At the foreign office it Is stated that the question of sending a German fleet to visit the Atlantic ports of the United States when the American bat tleship fleet leaves for the Pacific had never been considered, and that the visit would not take place. Tho foreign office added that the re port that President Roosevelt had communicated to Emporer William his Intention of sending the American fleet to tho Pacific was unfounded. Such a proceeding. It was pointed out, was absolutely unnecessary, the matter was purely one for the decision of America, as a great power with which intervention was not call ed for and whose policy depended on Its own Initiative. The reports that an entente exists betwen the United States and Ger many, as well as the rumor that Em, peror William had approached the authorities, at Washington with the object of bringing about an alliance were untrue, as. although the proposi tion had never been put forward, the Emperor was well awure that any such an alliance was not In accord with the policy of the United tSates. Crisp on yester day required a bond of $500 of John Walker, an Industrious negro living in the country here, upon a concealed weapon charge, after the charge of taking matter from a mail box failed to hold good. Bond was promptly given and Walker released from custody. Methvln the department has or dered the rejection of three carloads of stock feed shipped Into the state by the Great Western Cereal Com pany of Chicago, because It con tained oat hulls, which Ib In viola tion of the Georgia pure food law.
