Georgia to proud of her military achievements and of her military forces, in tbe number of which she leads the Southern States. With the history of a hundred years of honor able record to their credit, these com panies have done much to foster lo cal and national pride. But with the advent of the Dick bill a shadow has fallen athwart the sky. Regulations are too rigid to suit the members and as a con sequence a number of companies have either disbanded or will maintain an independent organization, the Volun teer Guards of Savannah, being a notable Instance of the last named. One difficulty to that when com panies are ordered Into camp no ex cuse will .be tolerated except that of sickness. Young men In the employ of others are forced to respond even at the cost of their positions, or be liable to trial for disobedience to orders. In many cases the enforced absence of clerks at perhaps a very busy season of the year makes the employers “sore” and In some cases the members have lost their positions In others they have been warned that another vacation taken regardless of the Interests of the employers result In dismissal. Another difficulty to found In of experiment to devise a workable system. Perhaps at some time In tho future spinners and growers can get on a sufficiently friendly footing, with sufficient mutual trust, to agree on n minimum price for cotton at the beginning of tho season, with a pos sible refund based on the size of the ultimate yield. Given a crop of say 12,000,000 bales, a committee repre senting producers and spinners might get together on what was considered a fair price. A smaller outturn would, under the system suggested, mean that those who bad sold early In the sea son would be entitled to a further addition to what they had already re-' celved. Among the permanent achievements of the recent conference will bo an Improvement In the methods of bal ing cotton, the growers having been shown that such a course will be money In their pockets.
