Butler, of North Carolina, was asked
yesterday what he thought of. Con
gressman Burleson's request of the
Treasury Department for financial as
sistance to the farmers similar to
that which has Just been made to the
business interests in New York, and
also as to Mr. Burleson’s criticism of
the action of Secretary Cortelyou In
the matter.
“I do -not understand," he answer
ed, “that Congressman Burleson
charges Secretary Cortelyou with vio
lating the law. All the Secretary has
done is to deposit government funds
In certain banks, upon the applica
tion of those banks, on good and
sufficient security therefor, as .provid
ed by. law.
The size of the crop each year
determines the extent of the demand,
and the.supply of new money should
bo regulated automatically by that
demand and should be retired from
circulation when and as the cause
for the demand is removed."
“I make bold to suggest that If the
government could establish hooded
warehouses at convenient points and
issue warehouse certificates upon
products deposited therein, up to say
80 per cent of the market value of
tho same, such certificates to circu
late as currency, that then the cur
rency needed would be automatically
created and supplied at the times and
places needed.”

‘When money has gotten easy
and prices are rising or, at least,
normal conditions are restored, then
the depositor would naturally request
the warehouse to sell his staple de
posits. This done, the government
official in charge would take out of
the price for which the products sold
the amount of the certificates ad
vanced, plus a reasonable charge, or
tax, to cover the expenses Incurred
by the government, remitting this sum
(as the customs officers now do) to
the Treasury, there to be set aside as
a redemption fund for such certifi
cates.
“By this plan there would be add
ed to the currency of the country each
year just exactly the amount of money
necessary to handle properly the
crops, and, when it had performed Its
function, It would be retired as in
dicated above. This, it seems to me,
would be an Ideal elastic feature to
our currency system, and one where
by the extent of elasticity would
be automatically regulated.
