C., Dec. 6.— (Special)—The estimates submitted to Congress by the Secretary of the Treasury for the fiscal year ending lime 30, 1907, exceeded those sub mitted last December for the present fiscal year by 177,479,819.28. The grand total of the budget, as It reach ed Congress was 8766,508,272.10, This is over $56,220,646 more than was appropriated for the present fiscal year. Including deficiencies, as well as the regular appropriations. The greatest Increase is In the War Department estimates, which exceed those of last year by nearly $40,000,' 000. There is an Increase In the eS' timates for the Navy Department ol about $10,500,000. The Treasury and Interior Departments show Increases, the former of $6,000,000, and the lat ter of $12,000,000. AFFAIRS OF BISHOP OF INTEREST TO FRIENDS Denies That He Married Divorcee. A speedy trial of the ne gro is assured. It is thought that he can be legally executed In twenty days, if condemned to death. Colored Americus is interested, like others, in the matrimonial affairs of negro Bishop H. M. Turner, who is figuring In the public prints just now because of another marriage re cently. Replying to the report that he might be forced out of the church because he had married a divorced woman, Bishop Turner of the African Methodist Episcopal church declares that the woman he married was never married to the man who divorced her, The woman had acted as private sec retary to Bishop Turner for some time. She says the man she is said to have married got a marriage li cense, but she refused to wed. He then went and had the license re corded and later sued and secured n divorce from her, although the mar riage ceremony had never been per formed and she had never lived with him. C., Dec. 9.- (Special)—The report of the census bureau on the amount of cotton gin ned to Dec. 1, waa 8,338,854 bales, against 10,027,864 for the same period of the year before.
