A committee directed to pass upon State Master Gauntt's recommenda tion of indorsement for the projected extension of the postal service Include governmental care of small savings accounts took a filing at high finance when It declared unequivocal ly that the American farmer will nev er place his wealth completely In the power of Wall Street Interests. “Give us such a savings system as that proposed,*’ says the report, “and the farmers of New Jersey and the whole country will no longer hoard their hard-earned money in secret corners.” Another committee recommended the Immediate Installation of the par cels post as a means of placing the large stores of the cities at the dis posal of country people and thereby brightening the lives of people of rural communities. We, the grand jury chosen and sworn for the November Term, 1907, Sumter Superior Court, beg leave to submit the following general pre sentments: Clerk Superior Court We find the records of the Clerk’s office neatly and correctly kept. 1‘ubllc Roads and Bridges After careful Inquiry through our committees Into the public road sys tem and its management we are pleased to report that we can hearti ly commend our present system of operation, and that our roads general ly are in good condition. There are complaints from two localities in the 17tli District, and from information received we do not doubt that some work is„ needed on the road leading from the vicinity of the L. A. Thomas place In the direction of the Wls- ham place, and from the vicinity of the Clark place to the Smithviile Cross Roads, and we suggest that these particular sections of our roads be repaired as soon as practicable. The road system Is colossal in Its proportions, and we believe that our efficient commissioners, and those working In connection with them, de serve great credit for the faithful and efficient service they have given and are now giving us in their able management of our road working system. We recommend a continuance of our present system and suggest that the larger portion of our road working force be used as long as necessary to put In first-class condition all roads leading to Americus for a distance of five miles from the city. In this way, every citizen and the public gen erally wll participate in the enjoyment and In the benefit to be derived from this ten mile radius of good roads. We find that we have In the way of road working equipment, forty- three good mules, and a sufficiency of wagons, harness, and road-work ing instruments to successfully oper ate the present system. We have forty-nine male convicts and two female convicts, and these seem to be ably managed and properly cared for. We recommend that the larger por tion of such labor as we may have be known as section number 1, and work on the roads for five miles around Americus, as above suggested, and that section number 2 be known as the flying squadron, to be used in keeping the roads In repair In the different sections of the county, as from time to time may be needed. We believe that the use of broad tired wagons is less destructive to our roads than the narrow tires, and we suggest their use to the citizens of the county. The bridges, so far as we are able to learn are In very excellent condi tion. We also recommend the sale of the farm as early as pos sible and the applying of the pro ceeds to the erection ot a suitable sanitarium or hospital for the un fortunate poor of Sumter county, to be located In or near the city of Americus. We find the jail reasonably- woll kept and in good order and safe con dition; also the stockade and quar ters for the convicts In good order, everything In its proper place and well cared for. We fully realize that our District Agricultural College is the property of the State, yet wo deem it proper, this being the first session of the court since the completion of the splendid school buildings, to call the attention of our citizens to the noble efforts ot our Honorable Board of County Commissioners, and the City Council of Americus through whose efforts it was made possible to lo cate the same in our county. We feel that their action, while It has made the burden ot taxation a little heavy at the present, they have erec ted to themselves a monument that will stand long after they have pass ed away, and that generations yet to come will pronounce upon them the deserved plaudits of "well done, good and faithful servants." We find the court-house in' good condition, except a portion ot the roof on the clock tower which is needing repairs, and some needed re pairs to the windows In the Judge's office, and we recommend that same be attended to at once. We think some more adequate pro vision should be made in the county jail for the comfort of those con fined there. During the very cold weather of the last few days since court has been in aesslon we learn that prisoners have at times snlfered from the severity of the weather, and we recommend that a stove be put 1907. L Klker as stenographer in the preparation of our General Presentments, and rec ommend that the County Commis sioners pay him for his services. We recommend that these pres entments be published. G.
