Much dissatisfaction exists among
the Confederate pensioners over the
act passed by the last Legislature
which .provides that pension money
shall be paid quarterly Instead of In
a lump early in the year, as hereto
fore.
Usually the pension money Is dis
tributed In January, but never later
than the middle of February. Under
the new law the first quarterly In
stallment will be payable March 1,
with subsequent payments' at Inter
vals of three months. /
One Sumter county pensioner. Is
already suffering from the new law.
He Is a poor farmer and recently hls
horse died, which was his chief de
pendence for making a crop. He
stated that If he could get the fuU‘$S0
as usual, he would be able to buy a
horse and resume operations, but
with the'quarterly payments he will
not be able to buy. Not only would
he have a smaller fund available for
first payment, but should he die dur
ing the year, hls pension would of
course be cut off, find the owner of
the horse he wants to buy would have
no security.
Heretofore the money has been
coming In the middle of tho winter,
when there is the greatest need for
heavy clothing. The pension enabled
the veterans to secure the protection
against the cold. Under‘the new law
two payments will be In' summer
time, and of course the money can'
not be saved for the winter use.
In yet other cases the veter
ans have received credit at stores
with the expectation of being able
to reduce their indebtedness to such
an extent that they could renew cred
it for the year. This hope will of
course be blasted.
Protests arc not confined to Bum'
ter county, but are going up all over
the State as to the hardships worked
by the new law.
Pensioners must also report to the
Ordinary that they are alive before
Jan. 26, or be cut off from their
pension.
