from Gov. Smith on yesterday. CoJ.

appointed by the Hoke Smith club to
invite Gov. Smith to speak In Am-
ericus.

is strenuously opposing''* bill which
provides that $1,000,000 be given to

Bank. Mr. Lewis is fortunate vln

committee, to which has been refer
red the bill, which has already passed
the Senate, and can do more effective

In addition to being opposed to the
gift of this million to the negro de
positors of this bank, Mr. Lewis points
out that the claims of the Southern
cotton growers for $58,000,000 in
cotton taxes which the Supreme Court
of the United States had held was
illegally collected. Is still withheld
from the planters of Georgia and
other Southern states.
Another ten millions is being with
held from Georgia and other Sou
thern states, proceeds of captured
property, which has also been held
to be retained unjustly.

gressman Lewis’ attitude:
“Representative Lewis, of Georgia,
the ranking democratic member of
the house banking and currency com
mittee, is opposed to having Uncle Sam
pay out $1,000,000 for any such pur
pose. He recalls the fact that the

books were checked up.
Before he closed the speaker paid
a tribute to Tom Watson. He said
man proposes, but God disposes, and
referred In complimentary terms , to

ter the civil war. This money does
not belong to the government and by
every consideration of honor and jus
tice should- be returned to the men
from whose pockets it was wrestled
by means of’ an unconstitutional law.
"Moreover there is in the national
treasury $10,000,000 of money repre
senting the proceeds of captured and
abandoned property which the high
est judicial- tribunal of the country
has held is retained without cause. An
amount equal to this sum has al
ready been returned, by the Jurisdic
tion of the court of claims before more
than half the claims were adjudicated.
Despite every effort to have its juris
diction extended, this has not yet
been done.
“While this money Is retained In
the treasury, while this honest debt
of the government remains unsatis
fled, while a fund of nearly $70,000,-
000 to which Uncle Sam is not en-:
titled is held in his strong boxes, Mr.
Lewis can see no justification for
yielding to a sentimental plea and
appropriating $1,000,000 of the peo
ple's money to settling the accounts
of the Freedman’s Savings and Un-
Trust-wortby Company."

Opponents of the Yreeland bill, or
the principle it recognizes, are very
emphatic In their insistence that any
measures passed shall contain a pro
vision requiring the maintenance of a
reserve against emergency notes. Rep
resentative Vreeland declares that no
such, reserve is necessary.

That the situation is full of difficul
ties Is shown in a criticism made
largely by Western members, who
say they see no substantial difference
between the Aldrich bill and the
Vreeland bill. They base their opin
ion on this provision in the Vreeland
bill regarding "any securities, includ
ing commercial paper, held by a nat
ional banking association." This, It
is contended, is broader than the
provision of the Aldrtch bill, and
would admit of the use of railroad,
State, county, and municipal bonds,
as well as government bondB, ag se
curity for emergency circulation.
Free rein will be given members to
squabble over the details of the
measure to be presented for the con
sideration of the Republican confer
ence Monday. In the meantime the
leaders will impress on timid breth
ren the necessity for action or tem
porary financial legislation
In order to assure in advance a
safe, adequate and expeditious hand
ling of Georgia's forthcoming peach
crop, the Railroad Commission de
cided to call upon all the railroads in
the state for a report as to what in
formation they had received as to
the extent of the crop and also what
steps had been taken to meet the
demands for transportation.
These reports from the various
roads, together wiht other Informa
tion, it is to keep in close and con
tinual touch with the situation.
The reports will be repeated semi
monthly from now until the crop has
been ^marketed. They will contain
detailed statements as to the number
and placing of cars and the demands
for cars. In this way the peach
growers and the general public may
be protected against the delay and
loss which has frequently marked the
handling of the crop.
Reports' from the Americus fruit
districts will be made promptly,
often as required.
