Drawings of the new Federal
building were received yesterday by
Postmaster Mitchell. Prospective
bidders can see the plans and spec!
ficatlons at the postoffice. Sealed pro
posals will be received up to 3
o'clock on the afternoon of Dec. 26, at
which time the bids will be opened.
The new building, which is two
stories in height, will face on Lamar
street, having an entrance similar
to that of the Carnegie library. The
steps will be of light colored gran
ite, as will also the doorsllls, cop
ings and buttresses. The remainder
of the stonework wil be of light
colored limestone and sandstone.
The basement will be of sandstone,
with the remainder of the building of
pressed brick, of light gray color,
thus making the stone and brick
fully harmonize. The courses of
brick will be laid In ornamental
style, presenting a pleasing change
from a smooth brick wall.
Just Inside tbe entrance is a lobby,
two stories high, and 16 by 50 feet.
Directly in front of the door is the
general delivery window and tbe call
boxes. At the left will be the lock
boxes and at the right the carriers’
windows.
At the right end of the lobby will
be the money order and registry room
while at the other end will be the
stairway leading to the second floor.
Near this stairway Is the postmas
ter's private office.
General Work Boom
Back of the lobby on the first
floor will be vaults, one of which
connects with the money order room.
On the second floor there is a long
open gallery extending the length of
the building, with a ballustrade. The
main room on the second floor is for
the land office. Smaller offices are
grouped about this, as on the first
floor, which will be for the railway
mall clerk and otljer purposes. ^
Ground Floor 58 x 83 Feet
The ground floor space is 58 by 83
feet, exclusive of the steps and stair
way in the rear to the bsaement.
Steam heat will bo provided, with
full plumbing and sanitary arrange
ments. Tbe covering is the plain hip
roof, covered with tin laid on beveled
battens.
Over the front door on top of the
building will be a flagstaff 25 feet
high, from which Old Glory will
float day and night.
For this building $50,000 was first
appropriated, of which $15,000 was
expended for a lot. The last session
of congress appropriated an addi
tional $25,000. Americus asked for
$50,000 more, but the item was cut
In half. ,
Americus Is Watching the
Atlanta Scrap.
Interest lit Americus is felt iu the
Atlanta mayoralty scrapfest, and
while both Maddox and Woodward
have well-wishers here there is a
large majority hoping for the suc
cess of Maddox as the representative
of decency and good behavior.
The betting, from having been 2
to 1 on Woodward, hag suddenly
shifted, and his followers are' now
asking these odds, Maddox having-be
come the favorite.
This is the first time In years
that Atlanta has entered into a wide-
open election. The negroes are go
ing to vote. There are some 1,500 to
1,800 of them registered, and this
vote is going to count. Naturally
both sides arc going after it; have, in
fact, already gone.
So great has. the change in the
situation appeared that despite the
fact that there are 14,000 white regis
tered voters, observers declare the
candidate wbo succeeds in landing
tbe negro vote is going to win. It
may not be so bad as that, stljl that
is an Interesting viewpoint.
Woodward has no organ—the three
dally papers of Atlanta are combined
against him. But he has a campaign
fund and his campaign documents
will find circulation.

New York, Nov. 20.—Four hundred
seamen, present last night at the
opening of the winter sailor's con
cert season, at the Catholic Reading
Rooms for Seamen, on .West street,
discovered that the Rev. Phillip J.
Magrath, director ot the Institution,
has Ideas of hlg own concerning dis
cipline.
When, a group of trouble-makers
In the audience hissed a volunteer
singer, of whose song they did not
approve, and followed the hissing by
arising, and walking out of tbe hall.
Father Magratb, who was born and
grew up in the neighborhood of tbe
mission, and wbo was once the beBt
lightweight fighter on the docks, ap
plied an effective remedy.
He ran into the street after
disturbers, drove them bock
the ball, and then, making a speech
which >vas loudly cheered by the
orderly |>ort!on or the audience, of
fered to use his fists in discussing
with any of the bissers the propriety
of the hissing.
‘Stand up!” he said, “I want to
get a look at you. I wont to know
you troublesmakers. I guess you for
get that I bought you a pool table
out of my own pocket, and that it has
cost so much trying to run this
mission that 1 haven’t been able to
pay for the clothes 1 have on my
back.
“You'll come here-and hiss, will
you? Will any of you have the
kindness to step up forward here?
Will any of you have tbe kindness
to step up forward here? I'll take
off my coat In a jiffy, and well see
who's captain of this ship.”
The group ot disturbers whose shins
had already been soundly kicked by
their more orderly brethren, remained
quiescent Father Magrath wilted till
be became sure that none of the au
ditors Intended a resumption of hos
tilities; then he withdrew to his of
fice and the concert went on.

When the Almanac Originated
(Montreal Standard.)
The origin of the word "almanac”
Is derived from the Arabic words
aland manoh—to count—and thus apt
ly applies to tbe measurement of
time. Almanacs in ancient days were
employed by the Alexandrian Greek,
but It is uncertain when they were
actually Introduced Into Europe.
Id 1150 A. D. Solomon Jarcbus pub
lished an almanac, but the first print
ed one was brought out in Vienna In
1457 by the great astronomer ,Pur-
bach. The most celebrated almanac
maker was the dabbler In magic. Nos
tradamus. and since this time al
manacs with predictions have been In
vogue, and their weather lore and pic
torial prophesies have Invariably ap
pealed to a large number of people
who are apt to put unswerving belief
in the cryptic remarks of Zadskl and
Old Moore.
