Buena Vista, the session opening Jan
uary 28 and continuing three days.

"Sumter's convict camps are In the
best condition I have ever seen them
and this, too, with the greatest
number of convicts held these at
one time since the camps were es-
tabllshed,” said Prlaon Inspector
Burke here yesterday.
He bad just completed a regular
inspection of the quarters here and
at the camp in the country, where
many of the zebras ar« engaged in
road building.

official speaks well (or conditions In
Sumter county.
Capt. Burke is the duly appointed ini
specter of convict camps In southern
Georgia, acting under the prison com
mission. He has often Inspected the
Sumter ocunty camp and dropped in
yesterday morning, as usual, unan
nounced.
And he thus saw the camps here
without any "dressing up” or arrange
ment for bis coming.
Inspector Burke found 59 convicts
In the camp here, 56 men and 3 wo
men. This Is by,far the largest num
ber of "zebras” ever employed here,
the average number being about 40.
Of the 59 now employed a few are
hired from other counties.
"With this force as a nucleus—sixty
in round numbers—to which several
will be added next week In prisoners
sentenced In the city court, Sumter
will have a good working force when
the 50 asked of the state are given
to us In March.
A force of 100, or 125 able bodied
convicts will work wonders In build
ing good roads.

A report for the last few months of
1908 baa been made to Commissioner
T. G. Hudson by Dr. Cheatham, state
drug Inspector, serving In the office
created by the last legislature. Ac
cording to the report violations
the drug laws are very general.
Dr, Cheatham has visited three
hundred and forty-nine drug stores,
and found three hundred and thirty-
one of them up to date and comply
ing with all the regulations. He found
eighteen working without licenses,
and filling prescriptions without au
thority.
It was found that eighty-three stores
keep no jiolson register as Is required
by law.
Eight wholesale grocers have been
found selling drugs In violation of the
state law,.and nine retail grocers and
twenty-five general merchants com
mitting the same offense.

Winchester, Va., Jan. 9.—Geneva
Reynolds, 10 years old, livng near
Middletown, has developed one ot the
rarest diseases known to medical
science. Little hope of her recovery
Is held out. She Is suffering from
Ichthyosis, commonly known
"fishskln” disease.
In the past six weeks tbe entire
skin has dropped off her body six
times. On several occasions the skin
covering the lower part of her body
together with tbe soles ot her feet,
hss fallen off, and physicians have
taken a quart of scales from her bed
in 24 hours, u new layer of scales
forming as fast as one drops off.
The child, who is still vigorous and
strong, has lost alt of her hair. She
bas a ravenous appetite and apparent
ly cannot get enough to eat At
tending physicians say that the dis
ease is similar to leprosy, but much
worse.

Atlanta, Jan. 8.—No savings bank
can be incorporated aa such under

This shortcoming—and there
many others In Georgia's banking
laws—was disclosed Monday when
Secretary of State Phil Cook was com
pelled to decline an application for
savlnga bank charter.
The application was for a charter
for the Cordele Savings Bank, which
was to have a capital stock of twen
ty-five thousand dollars. It was
deal In nothing but savings accounts,
and it was set forth in the applica
tion that deposits would be governed
by the same strict rules as prevail In
many other states—they could not be
borrowed by stockholders or loaned
on anything but gilt-edged security.
They have been Informed that Geor
gia banking laws make no provision
for savings Institutions.
Secretary Cook has for many years
been asking the legislature to author
ize tbe organization of savings banks,
in order that extra protection may be
given tbe savings 'depositor, but tbe
general assembly has never acted on
the request.

STATE WILL BUY FARMS

Two farms, the first from 4,000 to
000 acres, and the second from
,000 to 1,600 acres, will be pur
chased by the state within tbe next
few weeks.
The first wilt be for penitentiary
purimses, and will be used for the em
ployment of all white felony, con
victs, and the second will be used for
the establishment of a white reforma
tory.
