May Be Erected Near City

Atlanta, Ga., Jan. 8.—A new
reformatory for the exclusive
flnement of recalcitrant white
and girls, may be established
Griffin by the state prison commis
sion. Captain Wyley Williams, the
commissioner, on a visit of Inspec
tion to the road cbalngang camp of
Spalding county recently, found that
the state owns one hundred acres of
good land there, the existence of
which had been almost forgotten
The land was secured many years
ago, for the use of the state militia
for annual encampment. It was so
employed for several years, but
since the war department took charge
of the encampment It has remained
Idle, not even being cultivated. Cap
tain IWilltams believes it could be
easily utilized for a white reforma
tory, of which the commissioners,
Governor Smith and other author!
ties are very much In favor.
Under the law establishing the re
formatory at Mllledgevllle, the com
mission was given extensive authori
ty to provide separately for whites
and blacks. Lack of means forced the
commission to erect a single building,
which has since been used for the

The old reformatory required that
the Institution be established on
state’s lands in Baldwin county, and
this provision may prevent the
tabllshment of a separate Institution
in Spalding, at least for a while. The
lands in the other county being
state’s it may be possible to evade
the provision, or definite action might
await a session of the legislature.
It is the desire of all to make
reformatory, especially the white
branch, entirely separate from
state prison farm, where desperate
and hardened criminals are confined.
Griffin being centrally located, would
meet the situation.
The commission has authority
expand the present reformatory
build another, in case funds arising
from the near beer tax are sufficient
for the needs thereof.

ington on Dec. 26.

and wiring. The total sum available
for the work is $60,000. Should the
lowest bid be accepted, there would be
surplus of over $8,000.

Strawberries, luscious, red ripe
strawberries, not a mere handful
but more, made a tempting picture
yesterday when shown by Mr. Charles
Shrlver, who picked them from
garden on Forsyth street road, be
yond Oakgrove Cemetery. The ber
ries were as large as blckorynuts, and
thoroughly ripe. Mr. Shrlver grew
them, unprotected. In the open garden,
and unless the vines were nipped by
the freeze last night he may have a
quantity of red strawberries very
soon—three months In advance of the
season. Mr. McLendon, on Hancock
avenue, also has a strawberry, patch
in full bloom and Is protecting them
during such cold snaps as that of
yesterday. As we rarely have straw
berries before April 1st one may judge
the delightful springlike weather here
during the entire winter season.
LIEUT. BARROW IS NOW
CHIEF OF POLICE
“Chief of Police ’William C. Bar-
row." Such was the distinction be
stowed by the police Commission Fri
day night upon a worthy, faithful and
fearless officer, when Lieut, Barrow
was given the promotion In rank
which he had so well merited.
This action of the Commission was
foregone conclusion long since, as it
was quite generally understood that
Lieut. Barrow would be elected to
chief’s place.
This was made vacant by the res
Ignatlop of Chief Feogln a week ago
when he became sheriff.
Lieut. Barrow has been a member
the Americus police department for
near twenty years, and no other was
well qualified for the plabe of
chief. During this long period he has
discharged every duty faithfully, fear
lessly and conscientiously.
His election as chief will be gener
ally commended, as will that of the
other officers chosen last night.
Clerk Hawkes has already receipt
ed several of the "near” beer dealers
for their annual license of $200, and
the city treasury will be about $1,200,
or probably $1,400 to the good from
the sale of the “near.” Last year
the dealers paid only $50 city license,
but the "near” comes dear this year
and it costs $200 to float a schooner
across the Americus bar. There are
seven dealers here thus far, six of
whom pay the $200 license while the
other one is exempt from city tax
under the Confederate free license
act. All of them, however, pay the
state tax of $200 and this must be
paid within a week to Captain John A.!
Cobb who collects the state tax. Other
drtnkerles will be operated In the
county—probably two others—but
Americus will scarcely have more
than the six retail shops now In blast.

Olln Johnson is Promoted

The meeting last night being the
first regular one of the year the re
quired oath was administered to
Commissioners George Oliver and
W. C. Sullivan, recently elected for a
term of four years, and to Commis

council.

his feet, but Indian took a grip,
the messenger’s trousers, only
leasing his hold occasionally to throw
the other boy and yelp for a police
man.
Policeman Wlnkleman arrived and
Induced Indian to cease his activity.
The hoys then told the policeman
about the fire, and, thoroughly fright
ened, ran down into the subway sta
tion. Wlnkleman turned in the
alarm, and the blaze was extinguish
ed with a loss of only $500.
