mies, true to friends, Is a reputation that any man may well envy.
No man better exemplifies this description than Col. AVIlllam Camp, whose
testimonial Is given below. Ills uniquo figure and charming personality Is well
known in the streets of the capital city of the United States. His word Is as good —— „

At the monthly meeting of the
County Commissioners on next Mon
day It is probable that the matter of
re-submitting the matter of a bond
Issue for good roads to the people
will be taken up. There has been
some informal discussion among
members of the Board and the senti
ment Is understood to be In favor of
calling another election. The result
of the recent election, while It did not
authorise the luue of bonds, was
otherwise satisfactory; But a few
votes were cast against bonds, and It
Is felt that with a more strenuous ef
fort among those In favor of good
roads the requisite cumber of votes
can be polled.
At the recent election a favorable
vote of about eight'hundred would
have been required. Before the date
for another election it Is likely that
the number of those quallBed to vote
would be Increased and that between
900 and 1,000 votes In favor of good
roads would be necessary to authorize
the Izsue of the bonds.
Bonds must be placed If the county
Is to hare good roads. Sumter is to
have an adequate working force, but
it will require money to equip the
county to handle the convicts econo- -
mlcnlly and to secure the best re-
suts from their labor. Road making '
machinery must be bought, and the
care of the convicts necessarily
knew him.
