eral direction which he would follow. But
no one can fail to notice that the upper
House has ceased to be a chamber of re¬
vision for measures passed bv cither party.
It registers automatically the decrees of
<.ne party, and obstructs systematically Mm*
legislation of the other party. Logically
one party ought to be as free to govern
and to legislate while it Is !n power as
the other party is; but practically the
House of Lords is a euperflous party ma¬
chine when there ie a Conservative min¬
istry. and nothing less tban an obstructive
brake when there Is a Liberal ministry.
The only effective method of mending it
would be lo convert it from an hereditary
into an elective assembly, and In this way
to Invest it with true representative char¬
acter. So far as the hereditary peers are
concerned, this would be equivalent to end¬
ing It.

Washington, D. s'*., Feb. 25.—Pivsi
dent Cleveland sailed away from Wash¬
ington this afternoon rt 4 o’clock, In
the lighthouse tender, Viola, for a
deck shooting; trip along the North
Carolina const. He was accompanied
by Secretary Gresham and Captain
Roby D. Evans, the naval secretary of
the lighthouse board. The Viola has
been lying at Riche’s ice-wharf, at the
foot of Seventh street, since Friday.
Every arrangement had been made for
the trip, and the usual secrecy was
observed concerning the intentions of
the President.
This morning a heav> snow storm
struck Washington, and it increased
in intensity until at the time when
the Viola sailed, the flakes were com¬
ing down so thick and so fast that ob
jects on the river could not. be set n
with any distinctness at 100 yards ills
tunee. The full was fairly blinding at
thirty minutes past 3 o’clock, when
Mr. Cleveland and his companions ar¬
rived at the wharf. There was no wind
but the atmosphere was very cold.
Captain Evans alighted first, then
came Secretary Gresham with ” in¬
evitable cigar between ids teeth, and
last of all came the President, carry

had been sent aboard the little tend-v
yesterday. All three of the party wore
derby hats, and bad their overcoats
