Appointment Recalls Brave Act.
Capt. Harry Leonard of the United
States Marine Corps has been ordered
by President Roosevelt to the Chinese
capital as military attache of the
American legation. During the Tien
Tsin campaign he risked his life by
going to the rescue of a wounded com¬
rade, carrying him to safety on his
hack across a fire-swept field, and lost
his arm as a penalty for his achieve¬
ment.

All railroad men qualified to speak
on the subject in a responsible way
are likely to agree with President Sam¬
uel Spencer, of the Southern Railway,
when he sa“j^iere %e is no division of
opinion as t; a t v desirability of stop¬
ping all seerst or unjustly discrimina¬
tory devices p }d practices of whatso¬
ever character.”
Mr. Spencer, in speaking of “unjust¬
ly discriminatory” rates and devices,
makes a distinction which is at once
apparent to common sense. There may
he discrimination in freight rates
which is just, reasonable and impera¬
tively required by the complex com¬
mercial and geographical conditions
with which expert rate makers have to
deai. To aboiish such open and honest
discrimination might paralyze the in¬
dustries of cities, States and whole sec¬
tions of our national territory.
This distinction between just and
unjust discrimination is clearly recog¬
nized in the conclusions of the Inter¬
national Railway Congress, published
yesterday:
“Tariffs should ho based on commercial
principles, conditions which taking bear into account tho special
upon the commercial
value of the services rendered. With the
reservation that rates shall be charged with¬
out arbitrary discrimination to all shippers
alike under like conditions, tire making of
rates should as tar as possible have all tho
elasticity necessary to permit the develop¬
ment of the traffic and to produce tho great¬
est results to the public and to the railroads
themselves.”
The present proposal is, as Mr. Walk¬
er D. Hines, of Louisville, showed in
his remarkable testimony the other
day before the Senate Committee at
Washington, to crystalize flexible and
justly discriminatory rates into fixed
Government rates which cannot be
changed except by the intervention of
some Government tribunal, and by this
very process to increase “the tempta¬
tion to depart from the published rate
and the lawful rate in order to meet
some overpowering and urgent com¬
mercial condition.”—New York Sun.

United States Government*.has here
in operation one of the largest acety¬
lene gas plants in the world. The mil¬
itary post at file ert’-anec oi the his¬
torical Chickamnuga battlefield, where
thirty thousand Union and Confederate
soldiers were lost in the memorable
battle of September 10 and 20. 1S03.
contains about one hundred buildings,
the seventy-five principal ones of which
are lighted with acetylene. To accom¬
plish this six and one-liaif miles of
mains and two miles of service pipes
are in use. while sixty-five street lamps
brilliantly illuminate the avenues of
the post.

Records of the ancient city Geor
geans founded in 1C40, better known
at the present time as Ycrk Harbor,
Mo., contain many quai t and unusual
stories of the early Hf of the town.
At the entrance to lork Harbor a
bold promontory, known as Stage
Neck, extends some distance into the
sea, from which formerly in stormy
weather a temporal y light, in the
form of a lantern hoisted upon an up¬
right pole, was displayed as a warn¬
ing to mariners.
One dark winter night a sloop was
wrecked on these rooks. A sttrvit or,
on being questioned about the catas¬
trophe. said:
“The vessel struck, turned over on
her Bide, and the skipper rolled over¬
board.”
The local Coroner was summoned
and this somewhat startling verdict

Wealthy Men in Colorado.
David Moffatt, of Denver, is the
wealthiest map in Colorado, which
outranks all other States in per-capita
wealth. Colorado has the further dis¬
tinction that most of its vast fortunes
were made within its boundaries, not
alone in mining, but in the cattle in¬
dustry, la realty speculation, in fruit,
sugar-beet culture, potato farming
and in manufacturing fl-fid other mer¬
cantile pursuits. There are 108 resi¬
dent millionaire’s in Colorado, their to¬
tal wealth being 1260,000,000. Mr. Mof
fatt is worth from $26, 00,000 to $30,
000,000. About 100 men worth seven
or more figures made their money in
the State and residr elsewhere.—

In 11X13 tho War Department in¬
stalled a test acetylene plant at Fort
Meyer, Virginia. The results were so
gratifying and the superiority of the
illuminant so evident that the Govern¬
ment. March 20. 100-1. placed the con¬
tract for the Chiekamauga plant, in
which every citizen of tho United states
should have his pro rata of pride.
But the Government has not confined
its acceptance of acetylene to tills mili¬
tary post. Since becoming satisfied of
the efficiency, superiority and econom¬
ical advantages of this particular il¬
luminant, the United States has in¬
stalled a number of plants in Indian
schools and other Government insti¬
tutions.
Acetylene gas is one of the simplest
as well as the most perfect of artificial
lights. It is made by tho contact of
water and carbide (a manufactured
product for sale at a nominal price), is
absolutely safe and gives a beautiful
white light soothing to the eyes and
nerves. It can be produced anywhere
—in the farm home, the village store,
the town hall, the church—and is so
easily maintained as to be practical for
all classes.
It is a matter for national congratu¬
lation that in beautifying so historic
a spot as Chickamnuga, nothing but the
