Much comment has been aroused
in local political circles by the
recent article by Fredrick Emory
ex-chiel of bureau in the Slate
Department, entitled "The Bane
of Bureaucracy.” Mr. Emory, in

connection with government de¬
partments,condemns bureaucrat¬
ic administration as inellic.ieut.
unfair, and subject to useless de¬
lays caused by the goverment's
present red tape.
While praising Secretary Wil
son, Mr. Emory claims that the

scandals seem to show that the
Department of Agriculture has,

its head, but by bureau oflleers
and their proteges. Bureaucratic
evils in the Navy Department
are manifold, he says, stating
