BREWER TALKS ON GRAFT.
The Justice Predicts a Great Benefit
to Life Insurance Business.
Justice David J. Brewer, of the
United States Supreme Court, deliver¬
ed an address before a large audience
of life insurance men, at -Milwaukee,
Wis. He devoted most of his talk
to modern graft, and praised Presi¬
dent Roosevelt for his efforts to make
public affairs pure and honest.
This had been a year which might
be characterized as one of great In¬
surance upheaval, he said. The press
had been full of startling allegations
In respect to the manner in which
some'insurance business had been
conducted. The result had been pre¬
judicial to the interests of certain
companies and also to the business of
others. He believed there would re¬
sult great benefit to insurance busi¬
ness throughout the world.
The moment private pecuniary gain
was sought through the advantage of
any trust some one was guilty of
grafting, the Justice said:
“There was never a truer saying
than that by Grover Cleveland,” con¬
tinued Justice Brewer, “that a public
office is a public trust. There is to¬
day so much grafting going on
among public officials as to startle us.
I am not speaking now about the
coarser kind of grafting, such as buy¬
ing votes and paying money, which
we all condemn. I have reference to
the more insidious ways by which a
public officer prostitutes in one way
or another that office for his own
or the gain of his friends.
“Take the President of the United
States. Along last winter Santo Do¬
mingo put itself on a financial foot¬
ing. Suppose the President, had acted
secretly and advised his friends to
buy up Santa Domingo bonds. Would
not that shock the people of the coun¬
try? Yet the government would lose
nothing and some would be private
gainers. Suppose the United States
Supreme Court Justices would give
out information in advance of certain
decisions. Would you not revolt at
such a transacation? It would be un¬
worthy; this would be grafting."
He said the giving out of cotton
statistics was of a similar nature. He
likened Andrew Jackson’s honesty to
Roosevelt’s, and said:
“And it seems as if I could hear
falling from the lips of Theodorq
Roosevelt the words: ‘Public affairs
must and shall he pure and honeat; ”

Motor Cars and Dust.
After experiments with the motor
car which he uses daily, the chief sur¬
veyor of Essex finds that at a speed
not exceeding ten miles an hour a
motor car creates comparatively lit¬
tle dust upon a properly made road,
but at fifteen to twenty miles an hour,
especially with heavy cars, the nui¬
sance is Intolerable. The expense of
treating the main roads of the coun¬
try outside the urban districts with
tar macadam would be £1,611,000.—
