its annual convention here. The
congress is made up of represen¬
tative farmers from every state
in the country, the representation
from the South and middle West
being especially large.
Last year the Congress was in
favor of giving the Inteastate
Commerce Commission the power
to tix railroad rates, and resolu¬
tions to this effect were intro¬
duced this year aud were suppor¬
ted in able speeches by Congress¬
men Adatfis of Wisconsin and
others. But t ie members of the
Congress were convinced that
Government regulation of rates,
with the consequent fixing of
these rates on a distance basis,
would mean that they would bo
compelled to pay more for ship
ping their products to markets,
or the middlemen would have to
pay more, in which case ii would
come out of the farmors’pockets.
While declaring strongly
ggaiust rebates and unjust dis
criminations, and in favor of the
enforcement of existing law on
those subjects, the farmers re¬
fused to indorse the proposition
to give lo any government body
the power to name the actual
rate which a railroad shall charge
for the transportation of freight.
The resolutions adopted are as
follows:
Whereas, Wo favor the active
enforcement by the general gov¬
ernment of all existing laws in
order to prevent the giving or
acceptance of rebates or special
favors (through whatever device)
to or by favored shippers, and,
Whereas, We expect that the
Inter state Commerce Commie
sion will aggressively and
promptly apply all remedies at
their disposal ; now, therefore,
Resolved. That if the existing
laws for the detection and pun
ishment of the giving or accep
tance of such rebates or special
favors are insufficient or defec¬
tive in any respect, we favor tne
enactment of such further legis¬
lation as may be necessary ade
quately to deal with the evil and
to prevent such practices in the
future.
