ministration order are released, those
condemned to death or liable't hereto
have the penalty commuted to fif¬

labor.
The amnesty decrees includes po
litlcal offenses committed up to

According to the latest
that have come out of Russia, Count
Witte is making his force felt. His
hand is on the helm, and disorders
are beginning to cease.
Dispatches ate brief from the riot
centers. An Odessa dispatch says:
“It is believed that the worst is
over. Owing to the mobs being sat

the revolt against law and order is
