The North has more spindles
but the Southern mills have

Mr. Jordan also states that the
northern manufacturers are dis¬
satisfied because the souttern
mills have lower railway rates to
the West and can shipg. ods there
on hetier terms than New Eng
land mills.
”Our rates now are as low or a
little lower for all centrol and
■western territory than those from
the eastern mills,” says Mr.
Jordan. "In fact this is a great
cause for complaint among pro¬
ducts of the southern mills en
croaching on that territory that
they would like to retain exclus¬
ively for themse Ives. Undoub¬
tedly of the first complaints that
would beinadoifthe Interstate
Commerce Commission were
given control over rates would
be directed to destroying this al¬
leged advantage of the .Southern
mills. Therefore, the proposed
legislation, giving rate making
power to this Commission or any
eimilar body, contains a serious
throat to the prosperity of cotton
manufacturing in the South, for
we could not continue to do bus¬
iness without favorable rates.
Tho northern mills have other
advantages which we do not pos¬
sess. They are nearer to local
markets such as New York.
Philadelphia and Baltimore aud
they can obtain money at lower
rate of interest. A distance basis
of rates might hurt them but it
would destroy us for we have no

These are abundant reasons in
the mind of the thoughtful cot¬
ton mill men of the South for
opposing anything that looks
toward govermeut rate-making.
