A Washington special says: The
board of conaultln engineers of the

day’s meeting, by vote of eight to
live, declared its-. n favor of a sea
ievel canal.
The conclusion] reached after a

Since the beginn. f September the
board had held n| tings and in spe
cial sub-committel had studied the
plans for a sea lei i and a lock canal
with the greatest.* .re. A trip to the
isthmus was mac o enable the mem¬
bers to form a tP er idea of the me¬
chanical difiicultfes whicn had to De
considered.
The members of the board are men
of the greatest regulation in their line
of work. France! Germany and Hol¬
land sent their most eminent special¬
ists at the request of the American
government.
From the beginning it was evident,
that a majority of the members were
in favor of the sea ievel canal. Their
point of view was that, even if it cost
more thau a lock canal and would
take longer in the building, it would
ultimately be of greater use, as it
will enable ships to make a much
shorter trip than if they were oblig
eg to go through three or four locks.
On the other, hand, there was a
minority which wanted to see the
canal built in as short a time as
possible, and with the least cost, de
claring that a few hours longer for
the trip through the isthmus made
little or no difference.
One of the members gave this ex¬

tically concluded its labors. There
will be a few more meetings simply
to deal with small details and to put
into permanent forms tne results of
the board's protracted meetings. The
foreign delegates desire to leave for
their homes by the 27th instant.
However, there are two more im¬
portant steps, at either of which there
may be great changes proposed, for
the commission must pass the plans
and its own recommendations to the
president, who, in turn, must stamp
them at his own approval or disap¬
proval, and forward them to congress,
which, after all, will be the court of
last resort as between the sea level
and lock canal projects; simplv
through the fact that additional leg¬
islation will bo necessary if a sea
level canal Is to be built will cost
from $75,000 000 to $100,000,000 more
than the cheapest practical lock ea
i-al, and will consume from live to
seven years more in the construction.

A FAKE CZAR ARISES

A St. Petersburg dispatch says: A
false emperor has suddenly made his
appearance near Penza, and already
has followers numbering $50,000. This
is the startling report received Thurs
day afternoon in a dispatch from Sim
birsk.
Penza is in the heart of the vast
region extending westward from the
Volga, where Agrarian uprisings on a
large scale have been occurring, and
if the report turns out to be true
that the pretender to the throne has
placed himself at the head of the
peasantry the government will soo-n
face besides ether troubles a formida
ble Agrarian rebellion.
It required a year to suppress the
famous rebellion led by Puga Ticheff,
who impersonated the dethroned and
murdered Peter III in the time ot
Catherine II. That uprising was start
ed in the same region on the banks
of the Volga.
Though the industrial tie-up in St.
Petersburg Thursday was even more
complete than it was Wednesday, and
though no break has been manifested
in the ranks of the workmen and
j strikes have broken out at Moscow

ture of the day's developments was
] the failure of the walk-out to spread
generally outside the capital.
The factory strike at Moscow.which
