WASHINGTON LETTER.

Washington, D. C., Oct, 18th 1889.
The return of a number of members of
Congress to Washington, with a sprink
ling of Senators, is the first suggestion
that the Congressional session is not far
off,and that political and legislative bus
iness will soon be resumed at the old
stand.
The Supreme Court resumed its session
yesterday with still one vacant seat, It
has become quite common to speak of
of this court as the greatest judicial tri
bunal in the world, and the appelation
is not without truth when applied to a
court which has the power to restrict
and enlarge the prerogatives of the Pres
ident and of Congress. In its functions
of enterpreting the constitution of the
United States, it can extend or curtail
either federal or state sovereignty, and
even modify the frame of government.
No other judicial tribunal in the world
has such power. How important then
the duty which President Harrison has
to perform, of filling the vacancy which
exists in the Supreme Bench. The court
opens with a calendar which it will take
at least three years to go through, and
this delay involves a practical denial of
justice. Congress should ..remedy this
evil. To provide an intermediate court,
or to increase the number of justices of
The Supreme Bench, is a duty which the
legislative body should not neglect this
session.
The Maritime conference being held
here this this week is an event of far
reaching importance to the navies and
merchant marine of all the world, twen
ty-one governments represented by spe
yallic aecrededited officials. The oh
jects. as set forth by Secretary Blaine in
his brief speech opening the Congress, is
to make navigation safer by devising a
univeisal code of signals. Other matters
of like nature will before the convention
and it is hoped that the result of the
deliberations will be of universal value
to humanity,
A distinguished Presidential possibil
ity in the person of Governor Hill of
New York, stopped in Washington yes
terday on his way to the Atlanta Expo
sition. Governor Hill paid a visit to the
White House, and was received by the
President in his library. He afterwards
drove up on Capitol Hill and spent an
hour with Congressman Randall, why is
slowly recovering from his late illness.
It is Buid that he had in his pock

which he proposed to deliver at Atlanta
and that Mr. Randall expressed a desire
to lead . . The Governor handed
