General Presentment s,
Georgia, Pickens county: We,
the Grand Jury chosen and sworn
for the April term, 1889, for said
county, respectfully submit the
following General Presentments:
yVe find the public roads of the
county in good condition, and in
better condition than sver before.
We have, through appropriate
Committees, examined the books
and records of the various county
officers. We fine} the dockets of
the Justices of the Peace and No¬
taries public corvectly kept; we
find the Sheriffs and Clerk's of¬
fice in ;od condition and their
books correctly and neatly kept;
we have carefully examined the
book - or the Ordinary and find his
books correctly kept; wc have had
under consideration the building
and finishing of our court house.
The question of its erection had
for a long time been under discus
si on and advisement by our peo¬
ple; its necessity was felt by all;
and we can with propriety say its
completion is a source of satisfac¬
tion to our people of all classes.
The contract price for the building
was thirteen thousand dollars; the
work was commenced and carried
through by our former efficient
Ordinary who gave to the work
his personal supervision and to
whom we are under obligations
for the efficient manner in which
the work was done. We find that
six thousand dollars have been
raised and paid on the contract,
leaving a balance of seven thou¬
sand due, which must be provided
for by taxation- Wo deem It un¬
wise to raise all of this amount at
once by a tax on the people, and
suggest that the Ordinary issue
bonds running from one to seven
years, that each of said bonds be
for Siooq and not bearing more
than 7 per cent, per annum. In
this way our people will be able
to pay off this debt without incon¬
venience or trouble, We therefore
advise this course, We suggest
that the Ordinary have Mr. Bur
dette, who has been designated by
the Contractor, finish the work at
once. That proper tables be put
In the Court and Jury rooms; that
comfortable seats be furnished the
juries, and the house be kept in
proper repair. In reporting upon
this matter we want to suggest
that the Sheriff and his Deputies
and Constables be required to keep
the Court room and Jury rooms
clean and dusted; and if the j. P.
anu N. P. use the Court room for
the purpose of holding their
courts that they be required to
sweep the flow after each court.
The committee appointed to ex¬
amine the County School Commis¬
sioner’s office find that it is plainly
and correctly kept, with a record
of all the information required to
be kept in his office. We find that
the amounts received and paid out
by him, herewith reported to this
body, to be correct as shown by
proper receipts and vouchers of
record in his office, respectfully
submitted.

Giving thanks.
Tuesday April the 30th was ap¬
pointed by our Chief Magistrate as
a National holiday on which wc
were to meet at our respective
places of worship and return thanks
to Him who has blessed us with a
free republic. A nd why not?
Are we brutes which receive food
and raiment from our heavenly
father, and never lift our heads up¬
wards io thank the great Giver?
No, we are men, citizens of a free
nation, possessing reason and souls
enjoying a chris tian civilization,
and it is right that we should at
least thank our great Ruler for his
gifts.
On Tuesday Apr. the 30th 1789
at 9 oclock One hundred years ago,
George Washington was inaugur¬
ated as the President of the Unit¬
ed States. He by the help of God
gave us the freedom wh'ice we gn-
joy today, and right well have good
men since then, kept peace and
good order in our land of which we
are proud. Let us not complain
because all the laws do not suit us.
If every man was satisfied we would
indeed live in a paradise. Even a
bad law is better than no law.
Then to complain is to be ungrate
fui for oui best men, men whom
we have chosen, have made our
laws, and we should abide by them.
If we look at the good instead o£
the bad, we have much for which
to be- grateful. Notice ithe im¬
provement since April 1789' There
is no room here to discuss the evils
which attend us, they are many,
but the good tilings which we en¬
joy by far exceed the bad. That
mind must be narrow; that heart
must be indifferent: the person al¬
together pessimistic, if he does not
see hope and encouragement for
the future. A Christian gentleman
today holds the reins of our coun¬
try; let us not criticise,him, but be
thankful that we have a good man
to rule over us. He makes mis¬
takes, may be, so do you. If you
are without fault you may censure
the actions of others.
As to one another we should
recognize the fact that we live to
help each other. “No man liveth to
himself.” However selfish we may
be, we help each other. People
become disgusted .with you and
your selfishness and will not them-
selves become selfish. Our good
acts inspire , people to do , better,
our mean ones cause the wise to
shun them.
As citizens of a grand and glori-
ous country, enjoying a Christian
civilization lot us be thankful to
Gild for noble ancestors, ask help
to strengthen each other now, and
cherish always the glad truth that
we live in a country where the
flag of Liberty ’ waves oyer us.
