People also stock up on beer and
cigarettes if they know they can’t
make it to the store for a few days.
Watkins said firewood, lamp oil,
and drinking water are big sellers
during rough winter weather. Pet
food sales also go up at all the
stores.
Shoppers are not the only ones
keeping a sharp eye on the weather
report. Managers will always order
extra bread and milk if they get
enough notice before freezing tem
peratures hit.
Grocers say they need at least
three or four days’ notice to get
extra bread for shoppers who are
about to swamp the stores, and one
or two days for milk. But the weath
er is not always that predictable.
“We’ll order extra if we have
time, but sometimes we don’t know
it’s here until it’s here,” said Dale
Hudgins, manager of IGA Foothills.
R. Hudgins (no relation) said he
tries to keep extra bread on hand
during the winter, but if a surprise
storm comes in, it could still sell out
quickly. Two weeks ago he said
Ingles doubled up on bread to pre
pare for last week’s snow.
Generally shoppers stock up on
normal groceries as well if it
appears they won’t be able to go
shopping again for several days. D.
Hudgins said people purchase their
whole week’s groceries when they
come in on the eve of a storm or
cold front.
Thus, while sales go up sharply
in the event of bad weather, they
tend to drop off equally when tem
peratures return to normal.
At Ingles total sales can easily
double if extreme weather is fore
cast, said R. Hudgins.
But for several days after the
“snow scares” as Watkins calls
them, the stores will be almost dead
and sales well below normal. He
said people don’t touch the bread
shelves for two or three days after it
snows or freezes.
Thus pre- and post-snow rev
enues usually even out.
Most shoppers usually wait until
the last minute to prepare for a par
alyzing dusting of snow. R. Hud
gins said Ingles gets busier the clos
er the storm gets.
“A lot of people wait until they
see the snow start falling, then it
really fills up in here,” he said.
D. Hudgins said IGA sees the
same trend, noting “A lot of people
don’t believe the weather man until
it’s too late.”
But after securing the first priori
ty of storing up enough food to hun
ker down, shoppers immediately
change their focus to staying off the
roads and giving store managers
some rest before the next snow
falls.

“We’re moving pretty fast,”
Newton said. “We may be bidding
it within the next 60-90 days.”
Toney said this will solve two
stages of water production: source
and treatment since the water pulled
from Calhoun will be treated. Next
the county will have to work on dis
tribution, he said. Distribution
through new lines may still require
some capitol from outside grants,
he said.
Newton said they had made their
environmental compliance officer a
“marshall” so he will have arrest
powers.
“People who haven’t taken us
seriously before on illegal dumping
may find out in a few days they had
better [take us seriously],” he said.
“We’re going to do whatever it
takes to stop this litter problem.”
The environmental compliance
officer, who will patrol illegal
dumping, has been in place for a
couple of months, but without the
“marshall” status.
The commissioner holds month
ly meetings on the fourth Friday of
the month at 9 a.m. in the court
house annex.

Johnson said the code is applica
ble anytime a building changes
owners or tenants and in the case of
any renovation work. He said it has
not been used that much in down
town because very few of the build
ings change hands or tenants. John
son said he knows the building
where he works, owned by Ed
Marger, was inspected following
renovation work recently.
