Letters to the Editor
Dear Editor:
We, the family of Brian W. Wall,
would like to write this letter of
thanks to the members of our com
munity. Mere words cannot express
the magnitude of our appreciation.
We are truly amazed by the genuine
care and concern that was offered
so freely by so many people. Try as
we might, we will never be able to
repay a small portion of what we
have received. So many kind
words, thoughts and prayers were
extended on our behalf.
To those of you who visited,
your presence brought comfort that
helps us bear our pain. Phone calls
of condolence continue to provide
us with the assurance that your sup
port is genuine. The flowers and
cards gave us tangible evidence of
your love. Even if you were not
there at all and your thoughts were
with us. The meals you prepared
nourished our body, while your
prayers nourished our soul. The
mass of you in attendance at the
prayer vigil eagerly shared your
hearts. Exercising your faith, you
reached out to our family as though
we were your own.
Just as we felt your prayers and
concerns, we hope each of you can
feel our appreciation. Though our
loss will never be forgotten, our
gain has been enormous. In a pit of
what seems endless grief you have
helped us remember there is a pur
pose greater than ourselves.

Dear Editor:
The Ides of April is approach
ing. Probably most of you who
have voluntarily assessed your tax
and are getting a rebate have
already submitted your Form 1040.
If you have self-assessed that you
will owe some tax you are perhaps
waiting until just before April 15 to
submit your form.
My purpose of this letter is to
inform the reader some facts about
the IRS and Title 26 US Code, the
Internal Revenue Code, most peo
ple don’t know. Let me state at the
outset that I believe in obeying the
law. If you have self-assessed that
you owe tax according to the way
the law is written, then you should
pay it. This nation is a Constitution
al Republic (not a democracy) and
the Constitution is the supreme law
of the land. All other laws cannot
contradict it. That is why we have
the Supreme Court, as the final
arbiter, to interpret laws in accor
dance with the Constitution.
Let us look at a few facts:
Fact #1 - The Constitution in
Article 1, Sec 8 says, in part, that
Congress shall have the power to
lay and collect taxes. Where does
the IRS, purportedly a part of the
Executive Branch, get its jurisdic
tion to collect taxes?
Fact #2 - The IRS has never
been statutorily created. If there is
no law creating the IRS it is not a
lawful organization.
Fact #3 - The IRS claims to be
an organization of the US Treasury
Department. If this is so, why isn’t
it listed in Par 3, Title 31 US Code
as a part of that Department? Some
researchers claim it is a part of the
Treasury Department of Puerto
Rico. How does it get its authority
to function in the US?
Fact #4 - In a tax case in Idaho,
Betty Richardson, US Attorney,
Box 32, Idaho 83707, in Civil No.
93-405-E-EJL, denied that the IRS
was an agency of the US Govern
ment and that the principal party to
be sued should be the US Govern
ment.
Fact #5 - The only legal use of
Form 1040, for assessment of tax
liability, is as a work sheet for IRS
Form 2555 which is a report of for
eign income. How many of you
have foreign income?
Fact #6 - Past and present
instruction books for the Forms
1040EZ, 1040A and 1040 state that
the generation of tax revenues is
through a system of self assess
ment. Isn’t that curious? Don’t you
think a law should be written
unequivocally and tell you who is
liable? The truth is the current law
does not tell you who is liable for
income tax because it is unconstitu
tional as written. The Constitution
provides that Representatives and
direct taxes shall be included with
in this Union, according to their
respective numbers. No capitation,
or other direct tax shall be laid,
unless in proportion to the Census
of Enumeration hereinbefore
directed to be taken. This means
that any direct tax is applied equal
ly according to the number of peo
ple and not to their income.
If what I have stated above is
true, why do millions of sheeple
dutifully and voluntarily fill out
their forms as directed by the IRS?
Basically it is because we are igno
rant of the law. It is too volumi
nous, obfuscating and deliberately
written to be difficult to interpret.
However, the main reason is FEAR
of the IRS. It is what keeps it in
business. If you don’t voluntarily
assess and pay your taxes they will
levy on your assets, your property
and, in extreme cases, put you in
jail.
The vast majority of us do not
owe any income tax. If you live in
one of the 50 states, and do not
have any income from without the
US, you have no taxable income.
The proof is in Title 25 USC, Sec
861, and following, and CFR 1-
861, and following. If you use a tax
preparer, ask that person if he/she
has ever read the law, or does the
person just follow IRS publica
tions .
There is a huge amount of infor
mation available on the Internet
that I could relate to you. However,
this letter is probably too long
already. Go to the Internet or to a
law library or learn for yourself.
You won’t get the truth from the
IRS.

Dear Editor:
First or second?
Now let’s see, how is that, if I
get to the traffic light first, how
many points do I get?
What is with the drivers on the
road these days?
It’s a 55 MPH zone, Highway
515 through Jasper, how come
every time I get out there and break
the law by going 60 some goof ball
tails me, no matter what lane I am
in and just can’t wait to move me
out of the way or pass.
I finally quit doing 60 and try
my darnedest to motor at the posted
speed limit.
Talk about that putting a bee in
someone's bonnet!
In never fails; we get to the
same light or intersection within
milliseconds of each other. Do I
lose points for being second?
Every day stories are told of
some horrific accident caused by
excessive speed. Someone’s father,
mother, son, daughter or other rela
tive isn’t home for dinner tonight!
Hey folks! We live in the coun
try, life is supposed to be slower
here. Is it really that important to be
first at that next intersection? Or is
home just not appealing anymore?
OK. Your 20, 30, 40 something,
who knows, you went by so fast I
couldn’t tell. It really doesn’t mat
ter.
The point is we all live here on
what’s left of this planet and most
of us drive, so come on think about
it and slow down.

Dear Editor:
As a county taxpayer and a past
county employee, I have an opinion
to voice as well as a request for
others to speak out for recognition
regarding our current elected sher
iff Billy Wofford. There are days
that I have wondered if he has just
been in office so long that he thinks
he is untouchable and then I won
der what it would take to have him
enforce laws that our STATE has
made. I have been on both sides of
the fence by working within the
county’s public safety environment
and now being on the outside with
what I consider a good knowledge
of how things work within our 911
center, police, fire and EMS.
In addition to having some
insight of how overworked and
underpaid most of the public safety
personnel are, I also have seen
employees leave for lack of being
able to perform their job to the best
of their abilities and having what I
consider “the good old boy’’ ways
of enforcing laws. On one occasion
I was told by a past employee that
he was terminated for doing his
job, by patrolling a road within the
county that he had been told to “let
the GSP handle.’’ Unfortunately, he
failed to follow orders and had
made several traffic stops that did
lead to arrests for driving viola
tions .
The problem that I currently
have and have been having for the
past five years is our deputies
inability to be able to enforce the
Animal Cruelty/Neglect Law
(OCGA 16-12-4) that was passed
by the Georgia General Assembly
starting in 2001 Regular Session.
My experiences have not been iso
lated to a few calls but have given
me that opportunity to talk with a
number of the current as well as
past employed deputies of our
county. I know first hand that ANY
deputy on duty has far more impor
tant things to deal with and I would
be willing to bet are each getting
tired of the responses to my home
for this type of call. I received both
the worst response and great help in
trying to resolve the situation, each
deputy that has responded will
know which category they fall into,
but each time I get the same
response, “The animal cruelty laws
are so hard to enforce that we are
unable to follow through with any
actions.” Well, I’m sorry but I
thought that laws were made to be
enforced. I have recently tried to
talk with the sheriff on this matter
and the only solution he could rec
ommend would be to go directly to
the district attorney’s office - to be
able to enforce our laws? Isn’t that
what mandated police officers are
for?
Only by writing to the mass
publication of our newspaper can I
feel certain you will receive notice
of the situation. Because of Sheriff
Wofford’s poor performance, on
this issue alone I am asking the citi
zens of Pickens County to really
think about the fact that we need a
sheriff that will allow his employ
ees to enforce the laws set forth by
our state government, and the next
time you see an Animal Rescue
volunteer thank them for what they
do from the goodness of their
hearts.
