For Nelson City Council seats
Feldman, Tipton win special election
By Jeff Warren
Paul Feldman and Martha
Tipton have won in the special
election held Tuesday, Septem
ber 21, to fill two vacant seats on
Nelson's City Council. The seats
recently came open when Coun
cilman Jim Ingram and Council
man Willie Pye died in office,
leaving unfinished terms.
Feldman was elected to com
plete Pye's term, a term that runs
through December 2013. Tip
ton's victory has her completing
the unfinished council term of
her late father, Jim Ingram. That
term runs through December
2011.
In a three-person race, Tipton
accumulated 48 votes. Candidate
Phillip Pettitt received 26 votes.
Candidate Steven Thacker re
ceived 19. By the city charter,
Nelson Council members are
elected by plurality. That means
simply that the candidate gather
ing the most votes wins. Support
by more than half of the voters
voting is not required.
In Tipton's case, she would

have come out the winner even if
a majority had been required.
Her 48-vote finish amounted to
more than half of the votes cast
in the race.
Martha Tipton, elected to
complete a council term for
Nelson running through De
cember 2011.
"I just want to say thank you
to all the voters, the Nelson vot
ers, thanks for their support,"
Tipton said after the election.
"I'm eager to get started, and I'm
always open to new ideas if any
body has suggestions or what
ever."
Also asked for a statement,
Paul Feldman said, "I'm pretty
happy the election's over. I
thought all the candidates were
well qualified. I don't think there
could have been a bad pick. I'm
looking forward to working with
the council and getting started."
Plans are for Feldman and
Tipton to be sworn in during Nel
son's October city council meet
ing, scheduled for 7 p.m.
Monday, October 4.
Voting results provided by
Pickens County Elections Super
visor Julianne Roberts showed a
total 94 votes cast in the special
election. Of that number, five
votes were cast during early vot
ing conducted ahead of polling
day, September 21.
Two absentee ballots were
cast by mail, but one of those
could not be counted, Roberts
explained. "One did not count,"
she made plain. "They did not
complete the oath of elector cor
rectly on the back of the enve
lope."
That stipulation is important.
When voting by mail, the signed
oath of the person voting is re
quired for the vote to be vali
dated.
