Mr. Billy Turbeville, 79,
of Jasper, passed away Mon
day, January 9, 2017. Billy
was bom November 27,1937
to Rufus and Sally Turbeville
in Lumberton, North Car
olina.
Billy was a dedicated,
self-made man. He was a
photographer and owned
Southeastern Portraits, Inc.
His company photographed
school pictures, school activ
ities, weddings and other spe
cial events. He was a loving,
caring, generous family man
with a heart of gold. He
adored his family and cared
for others. He enjoyed gar
dening, surf-fishing, grilling,
and was quite an athlete. He
was a strong-minded, spiri
tual man with great work
ethics and high morals.
He is survived by his wife
of 56 years, Anne “Johnnie”
Shaffer Turbeville of Jasper;
daughters and sons-in-law,
Lisa and Eddy Suantio of
Marietta, Angela and
Markham Healey III of
Sandy Springs; son, Brent
Turbeville of Jasper; grand
children, Margot Turbeville,
Cade Turbeville, and Oliver
Healey IV.

State Rep. Rick Jasperse previews legislative session
Big fight may be brewing over casinos in Georgia legislature
Nathan Deal wants big raises
for state employees including
teachers and law enforce
ment. Jasperse said he sup
ports this as these raises are
for “the worker bees.” He
cited DFCS case-workers as
being in need of raises to at
tract and keep good employ
ees.
Jasperse said the budget
increase would not require a
tax increase as growth will
fund all the new spending.
Jasperse said the increase,
expected to be around 3.6
percent, will make this the
biggest budget ever for the
state, but is reflective of the
growth in Georgia.
• Transportation - The
legislature will have more
control over how the Depart
ment of Transportation
spends on construction and
Jasperse believes this year
will see more emphasis on
spending priorities. “There
will be more work on alterna
tive transportation; rail or
something else. Will rail be
part of it? Expanded
MARTA? We’ll have to look
at long range questions.”
• Education - Governor
Deal is working on a “Plan
B” to address failing schools
after his first idea was shot
down by voters. Jasperse said
Deal is sincere and passion
ate about doing something to
shore up education for more
than 70,000 students who are
in sub-standard schools be
fore he leaves office.
Jasperse’s view going in is
that something must be done
and he is optimistic that after
the initial setback, it will be
something reasonable.
• Medical Marijuana -
Legislation is expected to ex
pand the types of health
problems that can be treated
by cannabis oil. Jasperse said
the new legislation will likely
include some mental issues
under a list of problems that
can be treated by marijuana
oil. However, Jasperse said
this issue gets very compli
cated as giving state approval
for a medical treatment is
completely bypassing the
federal Food and Drug Ad
ministration and this opens
up all kinds of consequences.
• Healthcare - Jasperse
said bluntly that something
has got be done to shore up
healthcare in rural parts of
the state. Particularly south
of Macon, there are limited
medical facilities and areas
without any hospitals nearby.
Regardless of what President
Donald Trump does with
healthcare, Georgia must do
something quickly. “We
don’t want to see areas of the
state without any healthcare,”
he said.
• Casino Gambling/Horse
Racing - Likely to be heated
and in the limelight, there are
already three different bills to
allow casinos in Georgia.
Jasperse said there are many
areas of contention. First, is
whether the state should even
allow more gambling? Then
where would the proposed
casinos be located? Different
legislation calls for only one
in Atlanta or three spread
across the state.
There is also strongly dif
fering views of how the pro
ceeds would be spent. Would
it go through the regular lot
tery funds and be used for ed
ucation? Or could it be used
directly to address the rural
hospitals and healthcare
mentioned above? “I am
pretty much against it, if it
just goes into the same pot as
the lottery,” he said. “But if
goes to address a real area of
need, like shoring up the hos
pitals, then I consider it de
batable.”
Pari-mutuel horse racing -
Jasperse said this may draw
more support as it produces
an economic impact across
the state, not just around a
casino.

In addition to the usual
work on budgets, transporta
tion and education. State
Rep. Rick Jasperse predicted
that casino and horse race
gambling along with hospital
service in rural areas will be
key issues of this year’s leg
islative session in Atlanta.
For Jasperse, he will see
new action this session hav
ing been appointed the chair
of the house’s Higher Educa
tion Committee which over
sees all the colleges and
technical schools in the state.
This is considered one of the
key committees under the
Gold Dome.
Detailing briefly the top
issues facing Georgia law
makers, Jasperse offered the
following insights:
